In response to the Request for Proposal, (2)
proposals were received. Each proposal met the minimum threshold criteria.
The proposal submitted by the Preservation of Affordable Housing, Inc. and Housing Assistance
Corporation (POAH/HAC) showed considerable experience with the capacity to carry out the
development proposal, and adequately demonstrated their ability to secure financing and to
maintain the asset over the long-term.
The proposal from Commonwealth Community Developers did not demonstrate the experience
and capacity the Town was seeking in a developer for this site, and the firm did not provide
comparable reference projects and lacked the demonstrated ability to secure financing for
projects of a similar scope.
In utilizing the 950 Falmouth Road RFP Working Group Bidder Scoring Matrix POAH/HAC
achieved a total score of 78/100. The Commonwealth Community Developers, LLC achieved a
total score of 52/100.
With regards to the Commonwealth Community Developers, LLC Allan Isbitz indicated their
proposal had merit. Five references were provided, and the firm appeared to meet the threshold,
but lacked the requirements for submission. Therefore, one firm was significantly stronger than
the other.
