7 <br /> Board of Selectmen <br /> Minutes <br /> May 20, 2019 <br /> Discussion and Approval of the Following Marijuana Cultivation/Product Manufacturing Host <br /> Community Agreements: <br /> CCC Mashpee Holdings (continued) <br /> It was further disclosed the Company has proposed to annually contribute to a non-profit entity or <br /> entities approved by the Board of Selectmen in an amount no less than$250,000 for the purposes <br /> of drug abuse prevention/treatment/education programs. Mr. Kenney indicated this is standard <br /> with other applications submitted by CCC Mashpee Holdings LLC and an initial step in the <br /> licensing process. <br /> It was noted the Mashpee Water District has the ability to supply water to the site location. <br /> It was recommended a three-year sunset clause be included in the agreement with the proviso the <br /> establishment cannot be sold without the Board of Selectmen being advised. Mr. Kenney <br /> indicated the product manufacturing is a part of Massachusetts licensing, and the proviso is within <br /> legal guidelines. It was agreed Town Counsel would be consulted regarding the guidelines. <br /> Motion made by Selectman Cahalane to grant a Marijuana Cultivation/Product <br /> Manufacturing Host Community Agreement to CCC Mashpee Holdings subject to the 3- <br /> year sunset clause. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: 3-2. Motion carries. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Cahalane,yes Selectman Gottlieb, no <br /> Selectman O'Hara,yes Selectman Cotton, no Opposed, (2) <br /> CCE CAT LLC: <br /> Robert Catania CEO of CCE CAT LLC was in attendance to review his application for a <br /> Marijuana Cultivation/Product Manufacturing Host Community Agreement. <br /> Mr. Catania identified the principals which include Mr. Catania as co-owner and Michael Lahart <br /> as principal with Kevin Andrade serving as owner and investor. In the process, the product would <br /> be obtained from licensed growers. The wholesale material would be developed (processed) into <br /> retail products and edibles. There will be no gummies. All products to be sold would fall under <br /> the MA Cannabis Control Commission regulations. The process includes the sale to other MA <br /> licensed retailers; wholesale product manufacturing and cannabis product manufacturing. <br /> The Community Impact Fee is 3% and the Education contribution is no less than $5,000 dollars <br /> annually. When asked if the education contribution could be increased Mr. Catania indicated the <br /> start-up has been costly and challenging. State regulations are strictly enforced. Security and <br /> inspections are required. If the business improves there may be improvements to the contribution. <br />
