MASHPEE WATERWAYS COMMISSION <br /> MINUTES <br /> MAY 14, 2019 <br /> Date:May 14,2019 <br /> Chairman Ken Bates convened the MWC meeting at 9:02 AM in the Ockway Meeting room <br /> Attendees:Ken Bates,Dick Noonan,Gregg Fraser,Steve Mone,also present:John Santangelo,Acting <br /> Harbormaster and Rick York,DNR <br /> Absent:Don McDonald,Al Wickel,Tim Leedham,also absent:Ashley Fisher,Shellfish Constable <br /> Minutes:The following minutes were approved by unanimous vote:Tuesday April 9th regular session. <br /> Motion made by Gregg Fraser and 2nd by Dick Noonan. <br /> Appointments&Information Sessions: <br /> Nothing to report <br /> Communications&Correspondence: <br /> -As Ashley Fisher was not present the Aquaculture Projects regulations review will be postponed to the <br /> next regular meeting.Motion made by Dick Noonan and 2nd by Gregg Fraser and unanimously <br /> approved. <br /> -Ken Reviewed email note he sent to a broad distribution that included Catherine Laurent,Wayne <br /> Taylor,Rodney Collins et al recognizing the fine work done by Rob Diaz and Katelyn Cadoret <br /> addressing the beach damage done to the Popponesset Spit by a northeasterly over Easter weekend. <br /> - Ken also recognized John Santangelo and Mike for their efforts in getting pipe moved from Chatham to <br /> Mashpee with the assistance of Sea Tow and the support he and Rick Santangelo subsequently <br /> provided to the actual dredging operation for the Approach Channel.The dredgeing was completed <br /> on 4/11 and all equipment was removed from the beach on 5/13. <br /> - Rick York noted that because the County could not move the pipe and Mashpee had to pay Sea Tow <br /> to assist in moving the pipe,we should seek a credit from the county. Ken checked his project notes <br /> and the County was paying Sea Tow. <br /> Old Business: <br /> Harbormaster Report: <br /> -John Santangelo presented his recommendation that the fee for dinghy rack storage for mooring <br /> holders should be$25 per season.Currently there is no fee so this will be a new policy.He further <br /> reported that available space was initially allocated based on a lottery.Going forward the <br /> Harbormaster will maintain a wait list and the fee will be$15 per annum for both the mooring and the <br /> dinghy storage rack.A motion to approve this recommendation was made by Gregg Fraser and 2nd <br /> by Steve Mone.It was unanimously approved.Rick York added that a cross member will be added to <br /> each rack to facilitate the sliding of the dinghies onto the rack.This is a simple fix and will be done by <br /> DNR and not the DPW. <br /> DNR Director/Shellfish Constable Report: <br /> - Rick York reported that the DNR just lost an administrative assistant and recruiting/hiring a new one <br /> will commence. <br /> -Shellfish has received approval at the Town Meeting to move a part time(30 hr/week)person to full <br /> time.Also one additional full time person will be hired <br /> - Rick reported that preparations for the coming season are underway including the preparation of all <br /> shell bags needed for the season. <br /> Committee Reports: <br /> -Mashpee/Wakeby,John's Pond and fresh waters:Don McDonald"s report will be extended to the next <br /> regular meeting.However,later in the meeting a conversation did take place about getting a float for the <br /> boat launch area at Mashpee/Wakeby.This would be paid for by State funds.Rick York noted it would <br /> be the Towns obligation to launch,haul,and maintain it.It was also recognized that we also need to <br /> address sand accumulation due to power loading with scour pads.John Santangelo will follow up with <br /> the State on this matter as he would be conducting a survey of all ramps. <br /> -Popponesset Bay Area:Dredging has been completed for the Approach Channel and repairs to the <br /> beach were made after the Easter weekend northeaster as noted above under Communications& <br /> Correspondence.Ken has also sent a note to Terry Cook requesting she not pay the invoice from the <br />
