Minutes of Meeting of
Mashpee Plan Review Committee
Held Tuesday, May 7, 2019
Mashpee Town Hall Waquolt Meeting Room
• Are deliveries designated in the rear of the property? In some industrial areas there
is an issue with deliveries arriving before the facility opens or multiple deliveries
scheduled that result in trucks parked on the road. Will deliveries be scheduled to
avoid any traffic issues?Jan said; yes.
• Is there a provision for snow removal;where it will be placed onsite?
• Catherine noted there is a drainage headwall for Route 130 on the property line as
shown on the plan. She could not find any evidence that the Town has an
easement. Relocation of the headwall would be a significant undertaking. What Is
proposed for grading of the property?Jan said; it is a liability, and wants the lot to
be flat especially with the amount of customers he is expecting. He wants to keep
the area free of standing water. Catherine suggested a meeting to discuss options
to address his concern and the Town's drainage needs. Evan will coordinate.
Evan said he has not seen anything in place regarding the pedestrian or cyclist
accommodations, but will look into this with the Planning Board. Evan said he will review
the placement of snow removal with the Planning Board.
Rich said that they have not reviewed the possibility of snow removal, but the snow can be
placed mostly on the perimeter of the parking areas. He asked if the snow can be placed
in any of the storm water basins. Catherine does not have any objection.
Board of Health:
Ronnie Warden, Assistant Health Agent questioned the following items:
• Did the applicants receive the comments submitted by Glen Harrington?Yes (on
record).
• What is the pavilion structure?Jan said that it will be similar to the structure that is
located at Heritage Park to provide shelter from the rain and sun for shade.
• The overhead door will require a floor drain which is under the plumbing code.
Conservation Department:
Drew McManus, Conservation Agent questioned the following items:
• . Has the storm water management application been applied for or in the process
of being applied for under this preliminary plan?
• Does this project require a DEP application? Rich said no it does not because -
there is no wetlands adjacent to the property. They will only require what the Town
requires and is basically the same but not under the DEP Storm Water
Management Policy. Catherine mentioned that they will require DEP and EPA
NPDES Storm Water Construction Permits.
• Will the, vegetation that is located along the roadside of Rte. 130, be cleared and
will it be replanted?Jan plans to hire a professional landscaper. He is keeping the
larger trees but would like to plant as many as possible to satisfy the neighbors
across the street. Drew gave him some advice that when tree cutting on a lot in
terms of the pitch pines, and white pines, it's a recommendation to tree cut
between April and October to make sure the stumps are grinded out because the
pitch released will attract an insect called a pine board beetle. If tree grinding
during the warmer months that pitch only invites that pests to infest live trees that
are not removed.
3
