Town of Mashpee <br /> N <br /> •,y. 16 Great Neck Road North <br /> Mashpee, Massachusetts 02649 <br /> BOARD OF HEALTH — PUBLIC SESSION' <br /> Mashpee Town Hall —Waquoit Meeting Room <br /> Minutes of the Meeting of May 16, 2019 <br /> 7 <br /> Board Members Present: Member Absent: Also Present: <br /> Brian Baumgaertel, Chair Glen Harrington, Health Agent <br /> Laurel Almquist, Co-Chair <br /> Mallory Langler, Clerk <br /> Chair Brian Baumgaertel called the meeting to order at 7;01 PM. <br /> APPOINTMENTS <br /> 7:15—31 Evergreen Circle <br /> Michael McGrath of Holmes&McGrath introduced himself for the record. He indicated that a MicroFAST <br /> system is being proposed,with a primary and reserve system,full-scale plans for which would be prepared <br /> and provided after the meeting. This is a provisional approval use. The system is designed to handle high- <br /> strength waste. it was requested that the board approve the revised technology. <br /> Glen Harrington commented that this matter was continued from their last meeting to allow the board <br /> time to review the monitoring requirements. The Cape Cod Commission has required a discharge limit of <br /> 25mg/L for this project; however,this system is not in a Zone 11 or nitrogen sensitive area. There is quite <br /> a difference in monitoring for nitrogen sensitive areas, per the DEP. Per the DEP Provisional Approval <br /> letter for systems with <2,000 gpd design flow, field testing for turbidity, dissolved 'oxygen, pH and <br /> apparent color is required two times per year. No influent sampling is required. At the beginning of this <br /> project, the Health Office requested influent sampling from the engineers, but no wastewater analyses <br /> were provided to show the strength of the wastewater. A low pH sanitizer is being used. Mr. Harrington <br /> recommended quarterly sampling of influent for the first year for pH, ammonia, BOD5 and dissolved <br /> oxygen,and effluent sampling to include dissolved oxygen and ammonia for the first year. Mr.Harrington <br /> further recommended that,after the first year,monitoring revert back to the DEP requirements and,after <br /> three years,the sampling be reduced to field sampling. Mr. McGrath stated that he attended a Buzzards <br /> Bay Coalition discussion about onsite systems, and PH is becoming more of an issue. Mr. Harrington <br /> agreed that pH on the influent is going to be important in this instance. <br /> Chair Baumgaertel asked why this is a provisional use, and Mr. Harrington answered that it is due to the <br /> use of the MicroFAST technology. Chair Baumgaertel asked the date of the provision certification for <br /> nitrogen reduction, and Mr. Harrington answered July 2015. It was asked whether the system is pressure <br /> dose or pressure distribution, and Mr. McGrath answered that it is pressure dose. <br /> 1 <br />
