Article 20 <br /> To see if the Town will vote to create an additional position of full-time(40 hours/week)Assistant <br /> Health Agent within the Health Department,with said position to be classified under Unit A of the <br /> Managers Laborers' International Union of North America, to be effective July 1, 2019, and to <br /> appropriate and transfer the sum of$96,341 from revenue available for appropriation, with said <br /> funds to be distributed as follows: $57,705 to the Health Department Salary/Wage account, <br /> $25,272 to the Medical Insurance account, $35 to the Group Life Insurance account, $837 to the <br /> Medicare expense account, and$12,492 to the Barnstable County Retirement expense account, or <br /> take any other action relating thereto. <br /> Submitted by the Board of Health <br /> Explanation: A Town Bylaw is being proposed that requires short-term rental properties to <br /> register, pay a fee for inspection and to obtain permitting in the form of a rental certificate. The <br /> fee for the rental certificate shall be set by the Selectmen. The Board of Health shall be the <br /> department that registers, tracks the certificates and inspection via the Permiteyes permitting <br /> software. A portion of the revenue obtained from the rental certificate program and a portion from <br /> the excise tax with an approximate number of rentals in town at 400 will be sufficient to pay for <br /> the new position.'The Assistant Health Agent position shall perform the rental certificate program <br /> inspections and all other required duties of the Board of Health as specified in the position job <br /> description. <br /> The Board of Selectmen recommends approval of Article 20 by a vote of 5-0. <br /> The Finance Committee does not recommend approval of Article 20 by a vote of 5-0. <br /> Motion made by Selectman Thomas O'Hara. <br /> Motion: I move the Town vote to create an additional position of full-time (40 hours/week) <br /> Assistant Health Agent within the Health Department, with said position to be classified under <br /> Unit A of the Managers Laborers' International Union of North America, to be effective July 1, <br /> 2019, and to appropriate and transfer the sum of$96,341 from revenue available for appropriation, <br /> with said funds to be distributed as follows: $57,705 to the Health Department Salary/Wage <br /> account, $25,272 to the Medical Insurance account,$35 to the Group Life Insurance account,$837 <br /> to the Medicare expense account, and $12,492 to the Barnstable County Retirement expense <br /> account. <br /> Motion defeated by hand count yes 57 to no 81 at 9:30 PM. <br /> Article 21 <br /> To see if the Town will vote to appropriate and transfer the sum of$25,000 from the Waterways <br /> Improvement Fund to the Great River/Little River Channel Expansion Account for the purpose of <br /> providing engineering, surveying and testing services for the expansion project or take any other <br /> action thereto. <br /> Submitted by the Waterways Commission <br /> 22 <br />
