13 <br /> Board of Selectmen <br /> Minutes <br /> July 22, 2019 <br /> NEW BUSINESS <br /> Discussion and Approval of End of Year Transfers: Finance Director Dawn Thaw <br /> Dawn Thayer, Finance Director was present to request the Board approve (1) End of Year Transfer for <br /> an unanticipated expense. Under M.G.L.,the Selectmen are allowed with the agreement of the Finance <br /> Committee to transfer any departmental appropriation to another appropriation within the same or other <br /> department during May, June and the first fifteen days of July. <br /> The Board of Selectmen was requested to approve a transfer of$29,690 from the DPW Temporary <br /> Wage Account to the Building Maintenance School Account for unanticipated costs associated to the <br /> wastewater facility at the Middle/High School. <br /> Catherine Laurent, Director of Public Works indicated the sand filter at the treatment facility failed. <br /> Unanticipated repairs were thus required, and the final bill was more than double of what was <br /> authorized. A quote was received for certain repairs. However, the quote was higher based on two <br /> outstanding invoices the DPW Director was unaware of for additional work required to complete the <br /> project. The project is currently under dispute with the engineering firms of Weston & Sampson and <br /> Tighe & Bond. The transfer of funds would give the Town the ability to utilize funding from last fiscal <br /> year in preparation for the worst case scenario. <br /> Motion made by Selectman O'Hara to approve the End of Year Transfer in the amount of <br /> $29,690 for unanticipated costs associated to the wastewater facility as referenced. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 4-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Opposed, none <br /> Water Quality Presentation: Brian Howes; University of Massachusetts: <br /> Dr. Brian Howes, Director of the Coastal Systems Program at the University of Massachusetts <br /> Dartmouth was in attendance to review the results of the Mashpee Water Quality Monitoring Program <br /> with the Board of Selectmen and interested public. Mashpee Waterways Commission member Don <br /> MacDonald was also in attendance and gave an introductory of the monitoring program. <br /> Dr. Howes, a Mashpee resident indicated this is the 10"'year of research between the Town of Mashpee <br /> and Mashpee Wampanoag Tribe in collaboration with UMass Dartmouth for estuarine restoration. A <br /> PowerPoint presentation dated July 22, 2019 revealed the results of the study. (Enclosure) <br /> The major anthropogenic problem facing estuaries globally is habitat degradation from increased <br /> nitrogen loading world-wide and nitrogen enrichment which is causing deficiencies in most of the <br /> estuaries located on Cape Cod. Nutrient related water quality decline significantly show impairment <br /> the Waquoit Bay and Popponesset Bay estuaries with substantial eelgrass loss in all basins. The <br /> Quashnet River is deemed one of the worst estuaries in southeastern Massachusetts. <br />
