5 <br /> Board of Selectmen <br /> Minutes <br /> July 22, 2019 <br /> APPOINTMENTS & HEARINGS <br /> Public Hearing: Moratorium on New Shellfish Aquaculture Licenses; <br /> Department of Natural Resources: <br /> The Board of Selectmen opened the Public Hearing to consider a moratorium on new Shellfish <br /> Aquaculture License applications to allow time for a comprehensive review of Shellfish Aquaculture <br /> Regulations, Shellfish Aquaculture Application Procedure, and areas available for aquaculture. <br /> In accordance with posting requirements, the hearing notice was read into the record. Ashley Fisher, <br /> Shellfish Constable was in attendance to recommend the moratorium on new Shellfish Aquaculture <br /> License applications and to exclude the applications currently in process. This would include the <br /> following persons; Lisa Bohnenberger, Mark Burtis, Scott Matoian, and Thomas Smith whose <br /> applications have been in process for the past five months. <br /> Ms. Fisher indicated the Shellfish Commission at their May 22, 2019 meeting voted to place a <br /> moratorium in effect until the Shellfish Aquaculture Rules and Regulations are updated and approved <br /> by the Board of Selectmen. The update would include the Aquaculture License Application <br /> Procedures, and an updated Aquaculture License Area Availability Map for prospective applications to <br /> compliment the Town's Comprehensive Watershed Nitrogen Management Plan. <br /> The moratorium is anticipated to endure for approximately one year. The revisions would ensure the <br /> longevity of the Town's natural resources and aesthetics of the bays. <br /> There was no comment with respect to this Public Hearing. <br /> Motion made by Selectman Sherman to close the Public Hearing. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 4-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Opposed, none <br /> Motion made by Selectman Sherman to place a Moratorium on the issuance of new Shellfish <br /> Aquaculture Licenses through August 1,2020 with the exceptions to the current applications in <br /> process for Lisa Bohnenberger, Mark Burtis, Scott Matoian and Thomas Smith. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 4-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Opposed, none <br />
