*DRAFT* BOS MINUTES JULY 22, 2419 4 <br /> Board of Selectmen <br /> Minutes <br /> July 22, 2019 <br /> APPOINTMENTS & HEARINGS <br /> Public Comment: <br /> Andrew McKelvey, 11 Menemsha Road a Finance Committee member related concern with respect to <br /> a March meeting of the Board of Selectmen where the matter of wastewater was brought to the <br /> Selectmen, but not publicly vetted. At this meeting the Board of Selectmen met with Financial Team <br /> to review financials regarding wastewater that should have been transparent. Mr. McKelvey indicated <br /> he was shocked by the figures roughly a$5 million expenditure that would be detrimental to the Town <br /> and to the Schools. Mr. McKelvey suggested the Selectmen hold open meetings to review the matter <br /> of wastewater and discuss options to reduce costs. <br /> With regards to the Selectmen's discussions to change the polling place from.The Christ the King <br /> Church Mr. McKelvey requested the Board review this carefully. Although the church was considered <br /> as a temporary location for voting, the location seems to work for many citizens. <br /> Public Hearing: Parking..by Permit Only on Seconsett Island Road: <br /> The Board of Selectmen opened the Public Hearing on a proposed Parking by Permit Only on <br /> Seconsett Island Road. At the last Selectmen's Meeting the issue of illegal parking along the <br /> causeway was brought to the Selectmen's attention by Town Manager Rodney C, Collins. <br /> In accordance with posting procedures,the Hearing notice was read aloud into the record. <br /> The proposed Parking by Permit Only would be located on the eastern side of Seconsett Island Road to <br /> the Falmouth Town line. Parking by permit would be available to residents and to seasonal residents <br /> purchasing a beach and/or transfer station sticker. <br /> There was no public comment regarding this hearing. <br /> As discussion followed with respect to the timeline to enforce the parking limits, it was agreed the <br /> Hearing would be continued to obtain clarity from those filing the complaint with respect to the <br /> duration required to resolve this issue, and to grant adequate notice to the public. <br /> Motion made by Selectman Sherman to continue the Public Hearing on the proposed Parking by <br /> Permit only on Seconsett Island Road to Monday,August 5,2019, allowing for adequate notice. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 4.0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes opposed, none <br />
