3 <br /> *DRAFT* BOS MINUTES JULY 15, 2019 <br /> Board of Selectmen <br /> Minutes <br /> July 15, 2019 <br /> Discussion of Proposed Development Agreement between the Town of Mashpee Mashee <br /> Commons and the Cape Cod Commission: (continued) <br /> It was noted that other matters of discussion may address needs such as housing, economic <br /> development, year round employment, and water quality, issues that are broader than the regular <br /> expertise of the Planning Board. In this type of discussion it is desirable to have applicable <br /> regulatory boards in attendance. <br /> For disclosure, Ron Bonvie a local developer and member of the Zoning Board of Appeals <br /> indicated he would abstain from discussions regarding Mashpee Commons as he may consider <br /> future development opportunities in Mashpee Commons. <br /> In continuing discussions regarding the process led by the Planning Board with representatives <br /> from other municipal boards by joint participation, it was agreed there would be a need for <br /> structure within the negotiation process. <br /> Joe Lyons and Dennis Balzarin.i, Planning Board members indicated this matter would be placed <br /> as an agenda topic of discussion at the next Planning Board meeting and reported to the Board of <br /> Selectmen on their decisions. <br /> With regards to Mashpee Commons and the potential for zoning changes that may or may not <br /> conform to local zoning it is possible to have individual zoning articles or the entire agreement <br /> presented on the warrant to Town Meeting which would require a 213,d's vote for approval. <br /> With agreement from.the Planning Board regarding the engagement of regulatory officials in the <br /> Development Agreement process it was recommended that meetings be held on a regular <br /> schedule, and not discussed during normal Planning Board meetings. And, as a reminder and <br /> timeline, articles to be considered for the May 2020 Town.Meeting warrant are due by the second <br /> Monday in February. <br /> As the 3-party negotiation proposal was discussed. It was noted the Cape Cod Commission <br /> (CCC) ultimately approves the Development Agreement, To include the CCC would alleviate <br /> any disconnection and advance this forward in a timely manner. It is likely the CCC would <br /> appoint a regulatory subcommittee. It was agreed the Town would discuss with the CCC as to <br /> how they would plan to formally convene. <br /> It was agreed the right type of development has the potential to make great strides, and the Town <br /> of Mashpee recognizes that Mashpee Commons desires to assist the Town in a cohesive manner <br /> to mutually be a part of the solution. <br />
