5 <br /> Finance Committee <br /> Minutes <br /> July 25, 2019 <br /> NEW BUSINESS <br /> Liaison Assignments: <br /> Liaison Assignments for 2019-2020 were designated. (Enclosure) <br /> Review of October 21, 2019 Annual Town Meeting Warrant(possible action <br /> Draft 41 of the October 21, 2019 Annual Town Meeting Warrant was distributed. <br /> Recommendations from the Finance Committee on the articles are due on September 5, 2019. <br /> The final draft of the Finance Committee Report to the Voters is September 12, 2019. The <br /> Finance Committee in their report has the opportunity to explain the articles. <br /> It was recommended the Finance Committee develop policy regarding protocol to outline how <br /> the Finance Committee would present its votes to the citizens whether unanimous or in <br /> opposition. In considering policy, the Chairman or a designee may make a specific statement as <br /> to the outcome of an article. It was agreed the information would be printed in the Finance <br /> Committee Report and possibly the warrant was well. At the next meeting, the protocol <br /> regarding this initiative would be further defined. <br /> The matter of wastewater and preliminary cost projections was briefly reviewed. Finance <br /> Committee member Andrew McKelvey related concern regarding the financial analysis <br /> presented to the Selectmen that was not disclosed publicly. To gain a better understanding of the <br /> process Mr. McKelvey is scheduled to meet with the Board of Selectmen Chair to further review <br /> this matter. Representatives from Joint Base Cape Cod (JBCC) are scheduled to meet with the <br /> Board of Selectmen on Monday, August 5, 2019 at 6:00 p.m. to review the regional approach to <br /> wastewater initiatives. <br /> The Finance Committee requested to be placed on the distribution list to regularly receive Board <br /> of Selectmen Agenda's. To receive this information, the Town of Mashpee email address is <br /> required. <br /> It was noted that Free Cash is certified in mid-September. The term Free Cash is also known as <br /> Funds Available for Appropriation. In thinking ahead, a glossary of terms such as this may be <br /> included in the Finance Committee Report for informational purposes. <br />
