2 <br /> Board of Selectmen <br /> Minutes <br /> July 15, 2019 <br /> Present: Selectman Andrew R. Gottlieb, Selectman John J. Cotton, <br /> Selectman Thomas F. O'Hara, Selectman Carol A. Sherman <br /> Town Manager Rodney C. Collins <br /> Attendees: Representatives from Conservation Commission, Board of Health, <br /> Planning Board, Sewer Commission, Zoning Board of Appeals <br /> Meeting Called to Order by Chairman Gottlieb at 6:30 p.m. <br /> Mashpee Town Hall, Waquoit Meeting Room <br /> NEW BUSINESS <br /> In follow up to previous meetings on the needs of the Mashpee community, the Board of <br /> Selectmen met in joint convention with Town Regulatory Officials to continue to accomplish <br /> some of the proposals previously examined. This includes two of the items on the agenda. <br /> At the last Board of Selectmen meeting Paul J. Niedzwicki, a representative of Mashpee <br /> Commons made a brief presentation regarding their interested in a Development Agreement to <br /> provide a framework of plans in anticipation to come before the May Town Meeting. Mashpee <br /> Commons is requesting the Town's support and participation in a proposed 3-party agreement <br /> between the Town of Mashpee, Mashpee Commons and the Cape Cod Commission. <br /> Discussion of Proposed Development Agreement between the Town of Mashpee, Mashpee <br /> Commons and the Cape Cod Commission: <br /> The Board of Selectman was in receipt of a formal letter from Mashpee Commons requesting the <br /> Town's support of their filing a Notice of Intent with the Cape Cod Commission to apply for a <br /> Development Agreement, and to encourage the Town to join as an active partner in the process. <br /> This would streamline the procedure, allow for transparency and alleviate the repetition of <br /> conversations. <br /> Discussion followed with respect to this regard. In accordance with Town Bylaws, the Planning <br /> Board conducts the primary negotiation. The Planning Board would therefore have the discretion <br /> to discuss the Development Agreement with the full Planning Board and/or designate a <br /> negotiating team. It is envisioned that a representative or designee from the various regulatory <br /> boards would attend the negotiation team and report to their respective board/committee to lessen <br /> the overall process. The Board of Selectmen is the final approval authority to execute the <br /> Development Agreement and other proposed agreements for the Town of Mashpee. <br />
