3 <br /> Finance Committee <br /> Minutes <br /> May 6, 2019 <br /> Review of Special &Annual Town Meeting Warrants with Board of Selectmen and Town <br /> Moderator: (continued) <br /> STM: Article#14: CPC: To continue to fund the Housing Assistance Program for an <br /> additional 3-years; $330,000 an award of$110,000 per year; subject to a <br /> Memorandum of Understanding between the BOS &MHA <br /> The Mashpee Housing Authority was noted to have raised a question regarding the structure of <br /> Article#14 proposed to fund the Housing Assistance Program for an additional 3-year period. <br /> There was concern regarding the language of the $330,000 article, a CPC award of$110,000 per <br /> year that is subject to a Memorandum of Understanding between the fund recipient and Board of <br /> Selectmen, with funds to be held and expended by the Affordable Housing Trust, Board of <br /> Trustees. <br /> In reconsidering the concerns of the Mashpee Housing Authority and upon consultation with <br /> Town Counsel Patrick J. Costello, it was recommended the Board of Selectmen support a re- <br /> drafted motion amending the article to reflect the CPC Minutes of 12/18/2018 to recommend the <br /> Housing Assistance Program in the amount of$330,000 for affordable housing purposes limiting <br /> the appropriation to $110,000 per year, $27,500 per quarter subject to a Memorandum of <br /> Understanding between the Board of Selectmen and Mashpee Housing Authority. The fund <br /> recipient is the Mashpee Housing Authority and not the Affordable Housing Trust. With <br /> approval of the article, a Memorandum of Understanding would be developed and agreed upon <br /> by the respective parties. Funds would be administered through the Community Preservation <br /> Committee process in normal course. <br /> The Board of Selectmen voted unanimously 5-0 to recommend the amended motion of Article <br /> #14 for presentation on Town Meeting floor. The Finance Committee acted as follows; <br /> Motion made by Mr. Pettengill to recommend the amended motion of Article #14 to Town <br /> Meeting as presented. <br /> Motion seconded by Mr. McCahill. <br /> VOTE: 4-2.
