SHARED WASTEWATER MANAGEMENT STUDY <br /> Towns of Bourne, Falmouth, Mas pee Sandwich and Joint Base Cape Cod <br /> Executive Summary <br /> disposal system would need to be constructed. Refer to Section 1.4.9 for additional <br /> information. <br /> * There appears to be more than adequate land available within the Cantonment for a new <br /> regional WWTF as described herein. Refer to Sections 2,.5,' 2.8 and 2.9 for additional <br /> information on the potential regional WWTF. <br /> * Several methods of effluent disposal were evaluated as a part of this study. The most favorable <br /> methods include rapid infiltration basins, wicks and surface water discharge to the Cape uod <br /> Canal. Refer to Sections 2.7, 2.8 and 2.9 for additional information on the potential regional <br /> treatment facility. <br /> * Although, JBCC consists of approximately 22,000 acres, there is very little land which could <br /> be utilized for expanded land-based effluent disposal without review and approval by others. <br /> Much of the JBCC land is protected by the Environmental Management Commission (EMC) <br /> and/or is in nitrogen-sensitive watersheds and/or is in Zone 11 public water supply protection <br /> areas and/or 'is impacted by historic groundwater contamination plumes under remediation. <br /> -Significant expansion of effluent disposal capacity will require careful coordination with the <br /> militaKy, ACOE, ,EPA, DEP, .. Environn-ientai management Commission and the <br /> Commonwealth. Refer to Sections 2.7 and 4.2 for additional infon-nation. <br /> An "Effluent Disposal Workshop" was held at JBCC on May 9, 2019. The workshop was <br /> attended by over 24 individuals representing EPA, ACOE, DEP, Massachusetts Coastal Zone <br /> Management, Environmental Management Commission, Massachusetts it National Guard - <br /> 102 d Intelligence Wing,Massachusetts An-ny National Guard, Cape Cod Commission, Upper <br /> Cape Regional Water Supply Cooperative,Buzzards Bay Coalition, Town of Falmouth, Town <br /> of Sandwich, and Town of Barnstable, During the workshop, several potential land-based <br /> disposal 'Sites within the Upper Cape-Water Suppler Reserve and on land owned by the Army <br /> Corps of Engineers (,ACOE) as well as one potential surface water discharge site to the Cape <br /> Cod Canal were discussed. At the conclusion of the meeting, all attendees agre,ez,,dthat there <br /> are numerous review processes that need to be undertaken (e,.g., ACOE,.—Environmental <br /> .#" . <br /> Management uommission,NPDES permi,t gp-plication, etc.) and furter ed that there were <br /> no insurmountable issues associated effluent disposal sitingandpermitting_that could be <br /> identified.
