SHARED WASTEWATER MANAGEMENT STUDY <br /> Towns of Bourne, Falmouth, Mashpee, Sandwich and Joint Base Cape Cod <br /> Executive Summary <br /> change iMpacts the cost-effectiveness for all of the p,artici ants (i.e., better or <br /> take several iterations in order to arrive at the final participation levels. <br /> Several management entity approaches were evaluated. Refer to Section 3 for additional <br /> information. The five towns currently favor a special purpose district or joint powers <br /> agreement to serve as the permanent management entity. Additional discussion among the <br /> participants on this topic is warranted. <br /> Implementation of regional facility will have many technical, permitting and political <br /> challenges,. The regional JBCC facility has several additional complex technical and legal <br /> issues associated ated with wastewater system ownership, land ownership,the desire of the military <br /> to divest ownership, the significant unruncted asset management and capital improvement <br /> needs and the resultant implications on sewer user rates. There is a need to facilitate a smooth <br /> transition from (USAVANG 102nd: to local municipal ownership-(e <br /> under a joint powers agrg,emen1j, This,may arrant or require technical and/or financial inpu.L <br /> from Federal, State and localgovernment. Refer to Section 5 for additional information. <br /> Based on the analyses conducted to date, the regional system would be most cost-effective <br /> under the future scenario once all participants are on-board and are responsible for their <br /> allocated share of debt service, operating costs,reserves and asset management associated with <br /> the committed capacity. The regional system would be least cost-effective under the current <br /> situation (i.e., without municipal participants) once rates are raised to a point that is sufficient <br /> to fund reserves, asset management and necessary capital improvements, (i.e.,, relatively few <br /> users and relatively large unfunded liabilities associated with reserves, asset management and <br /> capitai I improvements). <br /> If a regional JBCC wastewater system is to come to fruition,it will require a concerted,focused <br /> and multiArack effort from Federal, State and local government officials. An implementation <br /> plan, focused mainly on the key complicating issues, is outlined in Section 6.
