ES.1 Background <br /> The purpose of the Final Recommended Plan and Final Environmental Impact, Report (PRP/ SIR is to <br /> present the recommendations of this planning process to address the, nitrogen Total Maximum Daily <br /> Loads (TMDLs) established for Popponesset Bay and,Waquoit Bay's eastern basin, and to discuss the <br /> mitigation measures and implementation a <br /> pproach for Mashpee (and its neighboring communities within <br /> the project planning area) to addre'ss these needs as identified in previous documents. These <br /> recommendations as they relate to Mashpee will, then be managed through the Mashpee Water and <br /> Sewer District and the Town- ashpee. <br /> The Town of Mashpee initiated the process to develop a Watershed Nit'rogefl M an,agem ent Plan (WNMP) <br /> in 1999 in order to address the nitrogen impacts to coastal embayments and to evaluate options for <br /> restoring those embayments through the development of a Comprehensive Wastewater Management <br /> Plan (CWMP). Because the contributing areas to the estuaries (watersheds) are shared by multiple towns, <br /> Mashpee's W'NMP Project Planning Area, (PPA) includes the Town of Mashpee and the p6rtions of <br /> neighboring towns Barnstable, Falmouth, and Sandwich) that fall within the Popponesset, Bay and <br /> Waquoit Bay East Basin watersheds. The PPA is illustrated in Figure ES-1. The WNMP/'CWMP is <br /> intended to provide an environmentally and economically sound plan for nitrogen reduction, wastewater <br /> treatment, and treated water recharge in the planning area, <br /> As stated previously, the CWMP is the culmination of multiple documents generated during the planning <br /> process. <br /> ES.2 M,EPA Plan,ning Documents <br /> In September of 2001, the Town of Mashpee, through the Mashpee Sewer Commission, entered into the <br /> MEPA process. by filing their Environmental Notification Form (ENP) and MEPA Unit/Cape Cod, <br /> Commission Joint Review Process Appl.icafion Form. That docu"firient identified several major deliverables, <br /> to be submitted for review through this process in addition to the Notice of Project Change submittals , <br /> required due to the extended nature of this project. <br /> Those deliverables, which have-been submitted, included,-, <br /> 1. Needs Assessment Report(NAR)—issued in April 2007 <br /> 2. Technology Screening Report—issued in November 2QO7 <br /> 3.. Dr6ft Alternative Scenarios Analysis and,Site Evalluatilon Repott—i'ssu'ed in March 2008 <br /> 4. Two (2) Notlices of Project Change in 2007 and 20 12) <br /> 5. Alternatives Screening Analysis Report(ASAR), issued in August 2013 <br /> 6. Waft Recommended PlIqn/Draft Environme9tal Impact 'Report (DRP/DEIR)—issued in June <br /> 2014 <br /> Following the submittal of the DRP/DEIR, MEPA issued their most recent certificate dated September 12, <br /> 2014, a copy of which isincludedin Appendix 1-1.
