MINUTES November ber , 1991 4 BOARD of HEALTH Mr, S avinsky, informed the Board the - applicant previ- ously submitted plans to upgrade the system to accommodate a► proposed addition, "This Board approved plans with the stipulation abutters did not object. " "Subsequently this Board was informed abutters of lot 8 did object to, proposed plans. " "A public hearing was- held and revised plans submit- ted indicating a retaining wall approximately 11 off the property line. " 'Abutters of lot 8 objected to revised plans," 'The Board denied the upgrade based on the abutters objections. " "A short time ago the owner of 73 Shore Drive informed me the system was not functioning. " "The owner re- tained a licensed installer to pump the system. " Nor. Slavinsky stated the system is in failure., "The dwelling has not been inhabited since raid September, " "The system is ba- sically some sort of metal drum. " 'The owner is requesting system upgrade and has agreed to file a statement with the Registry of Deeds agreeing to no .increase in habitable space. " r Mr. MdQuaid stated he inspected the syte ► and found the cesspool full, Mr, Greelish stated he would life the owners of lot 8 to review proposed plans. "If the, 'abutters object to proposed dans a full Title v hearing should be held. " Nix . Costa stated a Title v hearing should be held to en- sure all abutters are notified of the proposed upgrade. Board members agreed to hold a full -public hearing. w L L APPOINTAPPOINTM Eagle Surveying,- 25 Seaview Avenue . Roger Michniewicz representing the engineering firm of Eagle Surveying was- in attendance. for this scheduled hear- ing. There were no abutters present. Michniewic-z informed the Board there is an existing three beds on dwelling on the property,. . AlThe foundation con- sists mostly of crawl space, however them is a► small 61 area utilized for the heating unit. " "There is an existing cess- pool which we propose to upgrade by installing a 1500 gallon tank, reserve and -three flow diffusers*, "Due to lot dimen- sions we are requesting a 91 sideline variance for the re- serge area. " Mr. Michniewicz stated all abutters are ser- viced by public water with the exception of lot 13 . "The owner of lot 13 is hooked into public water but has not, as of yet, paid the required fee to turn on the water. "
