have to use any available data and do their own groundwater study. The Town of Mashpee <br /> Conservation Commission and Horsley Witten are the project managers. All the Refuge partners <br /> will be involved to varying degrees to complete this project. We will address all stakeholders <br /> concerns along the way, and a steering committee will be established per the contract (with <br /> Commission member(s)). The Commission will be involved with every decision and moving <br /> forward. At this time, voting will occur at public meetings to release more funds. The Agent will be <br /> the ultimate authority, although stakeholders will be fully informed along the way and involved <br /> with all decision making. The Department of Public Works will have to be the applicant for the <br /> project when it comes forward to the Conservation Commission; the Agent will run it by Town <br /> Council. <br /> Much discussion transpired with the Commission members, including concerns regarding <br /> timelines and funding. There is a separate document that spells this out the Agent will send out. <br /> The Agent reiterates the end goal is to come up with a 100% conceptual design plan, complete <br /> with rational for each restoration decision. Construction has not been reviewed yet; although there <br /> are also construction estimates that can also be provided. Neil Price will be the Project Manager <br /> through Horsley Witten. The Childs River Restoration and the Coonamesset River Restoration <br /> will serve as templates. <br /> Motion: Mr. (inaudible) motioned to accept the contract, Mr. (inaudible) seconded. Vote <br /> unanimous 5-0. <br /> VOTE: 6:21 Proposed Amendments to various sections of Mashpee's Chapter 172 <br /> Wetlands Bylaw and 173 Conservation Lands Bylaw. The Agent explained the changes he <br /> made to Mashpee's Chapter 172 Wetlands Bylaw to the Commission. The most substantial <br /> change was "unacceptable, significant, or cumulative impact" to "Adverse Impact", which is <br /> defined in the states wetlands protection act. Most of the other changes are minor in scope, <br /> updating and eliminating old language. Although not a numbered article yet, we will replace <br /> wording in our Chapter 173 Conservation Lands Bylaw from "not to exceed $300" to "as <br /> established by the Board of Selectman" in case the state ever changes the noncriminal penalty <br /> statute from a$300 maximum fine per day per incident, we won't be tied to this existing language. <br /> Administrative Review Level 1 will also be removed. <br /> Motion:Mr. Smith motioned to accept the contract, Mr. Dalton seconded. Vote unanimous <br /> 5-0. <br /> UPDATE: Assistant Conservation Agent: The Assistant Conservation Agent updated the <br /> Commission on submitting herring count data to the Association to Preserve Cape Cod in June, <br /> and she will share the data as soon as possible. For outreach, she had done a pollinator garden <br /> presentation at the Mashpee Public Library in June, and a talk on the Mashpee National Wildlife <br /> Refuge at the Senior Center in July. She received reports from a Land Steward for Johns Pond <br /> about more existing piles of trash that were cleaned up by DPW. She did not receive reports of <br /> any damage on the Conservation lands from the microburst. Mr. Sweet commented on the high <br /> numbers of bees in his yard, and she stated in may be due to more people planting natives and <br /> their own crops. She is submitting wild turkey brood information to MassWildlife. The pollinator <br /> gardens are currently flourishing, and each have their own character. We added new plants and <br /> seeds last fall and this spring. She is waiting on DPW to install the new Mashpee River Woodlands <br /> sign. She requested ATV services from the Police Department to survey some of our larger <br /> parcels. She has submitted vernal pool information to MassWildlife, and is helping the Department <br /> 6 <br />
