3 <br /> Finance Committee <br /> Minutes <br /> August 8, 2019 <br /> NEW BUSINESS <br /> Reorganization—Appointment of Clerk: <br /> Chairman Richardson opened the nomination process for the purpose of appointing the <br /> Finance Committee Clerk position. <br /> Motion made by Mr. Pettengill to nominate A. Gregory McKelvey as Clerk of the Finance <br /> Committee. <br /> Motion seconded by Mrs. Furbush. <br /> VOTE: Unanimous. 5-0-1. <br /> Roll Call Vote: <br /> Mr. Richardson,yes Mr. Pettengill,yes Mr. McKelvey, abstained <br /> Mr. McCahill,yes Mrs. Furbush,yes Mr. Miller,yes <br /> Opposed, none <br /> Assign Working Group to Develop Policy re: Protocol on Action Items: <br /> At the last meeting the Finance Committee discussed the matter of developing protocol on action <br /> items. In an effort to be more transparent it was agreed the Finance Committee would be more <br /> forthcoming in providing terms of descriptions on complicated issues and in instances where <br /> there is a split vote. <br /> In considering this process it was agreed the Finance Committee would remain unified. In times <br /> of dissent the view point of a member voting in difference would be articulated in the <br /> explanation of the Finance Committee Report and at Town Meeting if it is duly warranted. <br /> In discussing the objective of the Finance Committee, an advisory to the legislative branch of <br /> Town Meeting it was agreed the Finance Committee would endeavor to be more proactive with <br /> the Board of Selectmen. <br /> In the process to follow protocol, the Finance Committee or a member of Finance Committee is <br /> required to make a formal request to the Town Manager to obtain budgetary information or to <br /> confer or schedule meetings with Department Heads. <br /> It was agreed the Town Charter would be reviewed regarding the mandates of the Finance <br /> Committee. It was also decided the Town Manager would be requested to provide budget <br /> information to the Finance Committee when it becomes readily available to properly adhere to <br /> time constraints associated to the Town warrant and Finance Committee Report. <br />
