3 Finance Committee Minutes August 8, 2019 NEW BUSINESS Reorganization—Appointment of Clerk: Chairman Richardson opened the nomination process for the purpose of appointing the Finance Committee Clerk position. Motion made by Mr. Pettengill to nominate A. Gregory McKelvey as Clerk of the Finance Committee. Motion seconded by Mrs. Furbush. VOTE: Unanimous. 5-0-1. Roll Call Vote: Mr. Richardson,yes Mr. Pettengill,yes Mr. McKelvey, abstained Mr. McCahill,yes Mrs. Furbush,yes Mr. Miller,yes Opposed, none Assign Working Group to Develop Policy re: Protocol on Action Items: At the last meeting the Finance Committee discussed the matter of developing protocol on action items. In an effort to be more transparent it was agreed the Finance Committee would be more forthcoming in providing terms of descriptions on complicated issues and in instances where there is a split vote. In considering this process it was agreed the Finance Committee would remain unified. In times of dissent the view point of a member voting in difference would be articulated in the explanation of the Finance Committee Report and at Town Meeting if it is duly warranted. In discussing the objective of the Finance Committee, an advisory to the legislative branch of Town Meeting it was agreed the Finance Committee would endeavor to be more proactive with the Board of Selectmen. In the process to follow protocol, the Finance Committee or a member of Finance Committee is required to make a formal request to the Town Manager to obtain budgetary information or to confer or schedule meetings with Department Heads. It was agreed the Town Charter would be reviewed regarding the mandates of the Finance Committee. It was also decided the Town Manager would be requested to provide budget information to the Finance Committee when it becomes readily available to properly adhere to time constraints associated to the Town warrant and Finance Committee Report.
