4'DRAFT* MINUTES B 8-22-2019 5 <br /> Board of Selectmen <br /> Minutes <br /> August 22, 2019 <br /> Discussion and Action on Draft#4 October 21 2019 Town MeetingWarrant: (continued) <br /> Article 27: Accessory Apartment Bylaw <br /> Motion made by Selectman Sherman to adopt the Accessory Apartment Bylaw with the revised <br /> corrections. Motion seconded by Selectman O'Hara. <br /> Upon review it was, agreed Town Counsel would be requested to refine the language in Section A <br /> with respect to the property owner. Article withdrawn and HELD . <br /> Article 15: Wastewater <br /> Article 16 Wastewater <br /> The matter of wastewater was debated and given serious consideration. To better understand the <br /> intended plan and the impacts it was recommended the two wastewater articles on the October <br /> warrant be withdrawn. There was strong agreement to bring forward factual information <br /> regarding wastewater to the citizens of the Town of Mashpee. <br /> It was recommended the Board conduct a series of workshops relative to the matter of wastewater <br /> and bring forth a proposal to the voters at the May 2020 Town Meeting. To move forward <br /> advantageously, the Chair requested comments from the Board of Selectmen and the voters for <br /> discussion in open forum. The deadline for the submission of articles for the May warrant is the <br /> second Monday in February. It was agreed that wastewater workshop meetings would be held <br /> every two weeks to bring forth consensus by January 1, 2020, <br /> Comments from Sewer Commissioner Tom Fudala conveyed the Commission held a special <br /> meeting in July with the Ashers Path neighborhood,and workshops were conducted on the site <br /> plan. Comments were received and wider buffers were added to the design. Mr. Fudala indicated <br /> there is no odor to control from wastewater treatment plants. The proposal as outlined by GHD <br /> sites the treatment plant 365away from the nearest home in this neighborhood. <br /> GHD, Inc. is under agreement with the Town and is required to submit a proposed site plan to the <br /> Sewer Commission in September. With the Valuation Consultant reviewing the proposal for cost <br /> effectiveness, the final document is due to be completed in December 201 . <br /> Motion made by Selectman Sherman to remove Article 15 & Article 16 from the October <br /> Town Meeting warrant. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: 3-1.
