*DRAFT* MINUTES BOS 8-12-2019 2 Board of Selectmen Minutes August 12, 2019 Present: Selectman Andrew R. Gottlieb, Selectman John J. Cotton, Selectman Thomas F. OHara, Selectman Carol A. Sherman Town Manager Rodney C. Collins Assistant Town Manager Wayne E. Taylor Meeting Called to Order by Chairman Gottlieb at 6:30 p.m. Mashpee Town Hall, Waquoit Meeting Room APPOINTMENr rs & HEARINGS Public Comment-L On the matter of wastewater, Linda Whelan of Ashers Path asked if the treatment plant would be placed in front of her residence and if it would slow traffic. Ms. Whelan stated she is hopeful for a good outcome. Scott Proverb a resident of Ashers Path East acknowledged the wastewater treatment plant is proposed to be constructed directly across from his house. Mr. Proverb is hopeful the Town would consider the Joint Base Cape Cod alternative and encourage joint participation to reduce costs and alleviate the "not in any backyard" scenario. I r, Larry Berman of Swain Circle inquired as to why the site is, proposed ior a wastewater treatment plant and if there is a guarantee that property values would not be diminished. Steve Peters, School Drive requested the Board of Selectmen give a clear direction to the Town Manager, and consider an increase in the capacity on the base to alleviate the need -for a treatment plant to be sited in his neighborhood. Mr. Peters indicated the, use of Joint Base Cape Cod is the best option to meet the Town"s needs. NEW BUSINESS # P I" a ,0, Discussion of`Lxis,ting Nitro en Management Plan: Sewer Commissioner- GH D Representative.' Jeff Gregg of GHD, Inc. Senior Project Manager gave an overview of the Town's Watershed Nitrogen Management Planning which includes the Waquoit Bay East watershed and the Popponesset Bay Watershed. Each watershed includes portions of Sandwich and Falmouth and Sandwich and Barnstable respectively. (Enclosure) Both bays have poor water quality and nitrogen impacts to the coastal embayments. The Watershed Nitrogen Management Plan addresses nitrogen impacts within the Town's embayi-nents. Three related and necessary approaches are reflective of traditional and non-traditional options,. This includes decentralized approaches, regional approaches and centralized approaches. The three recommended plan components include; Source Removal with traditional infrastructure with wastewater management, new Town sewer facilities, regional facilities (JBCC), improvements to the existing private wastewater treatment facilities and onsite systems. The traditional approach includes stormwater management and fertilizer management. The second recommended plan component includes Direct Environmental Mitigation. This includes shellfish aquaculture and other adaptive approaches.
