Dear Mashpee Selectboard, August 3, 2019
Here are some questions and comments that you ought to consider as part of your deliberations
concerning how to best address, Mashpee's water quality problems:
Wh,ere:All of our marine waters are badly contaminated and so are many of our fresh water
ponds and lakes. M,ashpee-Wakeby, one of our most used, year round resources, has had blue-
green algae (cyanobacteria) blooms during the last two summers. The currently proposed
locations for sewering do not address Lake water quality. The part of the plan which might
tangentially affect water quality is scheduled as Phase 5,several decades away. By then
Mashpee-Wal eby will look like Santuit pond does now and will be ruined. Please incorporate
the watersheds to ourfreshwater bodies Into whatever see ering plans we pursue.
Costs: Please consider the approximate costs to Mashpee taxpayers for the three different
proposals that seem to be under discussion (Mashpee managed, the Base, sewer district). And
please figure out a way that second home owners, hotels, motels, vacation homes and rentals
pay their fair share since they are a major contributor to the wastewater problem. Whichever
approach is selected should weigh heavily the cost to the taxpayer.
Dirinking water and baseflow:Solutions that change the hydrodynamics of watersheds'(the
Base) need to be evaluated from a hydrogeologic perspective. If all of the wastewater is taken
from Mashpee watersheds and treated and dumped into the canal how will that effect our
drinking water, wells, pond and lake levels, river and stream levels, wetlands? Especially during
circumstances of drought.?A groundwater model should'be undertaken to evaluate these
potential impacts.
Timire g:_Another factor that should be considered when evaluating options is the timeframes
,required for each approach. A plan which allows 50 years to address already impacted areas is
penny wise and pound foolish. By then the waters may be beyond repair. Both fresh and
marine. So please weigh heavily which options get our, waters clean the quickest and let's get
moving.
If I can be of assistance in discussing these issues please let me know.Thank you all.
Mike Rapacz
Mashpee, M,A,02649z
802 316 2362
