TOWN MANAGER'S GOALS FOR 2019-20 o PRIORITY: Work with Upper Cape Towns for mutual interests in providing regional Joint Powers Agreement or similar terms and conditions for wastewater facility at Joint Base Cape Cod and/or deliver plan for implementation and operation of wastewater for May 2020 Annual Town Meeting and to implement existing nitrogen management plan to the Board of Selectmen in manner consistent with clear direction from said Board. o PRIORITY: Negotiate and present contract proposals for ratification that provide for reasonable and fair wages, benefits, and conditions for all collective bargaining omits to provide sustainable provisions consistent with the comparative median on Cape Cod. o PRIORITY". Provide basic information relative to Open, Meeting Law and Public Records Law or other applicable procedural framework for boards., committees and commissions. o Develop policies and procedures that ensure compliance with rental regulations and identify the revenue due to the Town under the new state rental rules. Enforce through proposed personnel. o Monitor and evaluate progress of legislation in Washington relative to Mashpee Wampanoag Tribe and take appropriate action and report developments to Board of Selectmen., o Monitor developments of cell tower proposal and report decisions and outcome. o Ensure selection process is streamlined for time sensitive appointments, including seasonal staffing hiring process, and provide adequate coverage for operational efficiency. o Review mooring rules and fee system with Natural Resources and Waterways. Forward recommended amendments and revisions to Board of Selectmen for consideration. o, Review terms,and conditions and prepare for negotiations with Comcast. o Prepare terms and conditions for new Mashpee Water District contract, negotiate said terms and conditions, and deliver to the Board for consideration and ratification. o Ensure the modifications and corrections are made to provide quality service (audio and video system)from MTV for cable viewers and those in attendance at public meetings. o Ensure Santuit Landing has improvements for overall conditions. o Prepare and su,bmit plan for CI,P regarding implementation of electric vehicle program for Town Hall. o Prepare and submit Memorandum of Understanding (MOU), between 'Town and Mashpee Housing Authority for purposes of funding disbursements. oFollow-up with Host Agreements concerning Town's interests for marijuana facilities and ensure all bylaws and regulations are satisfied.
