5 <br /> Board of Selectmen <br /> Minutes <br /> August 12, 2019 <br /> Discussion of the Financial Analysis of the Wastewater Plans: <br /> The Town Manager's Financial Team, Dawn Thayer, Finance Director, Craig Mayen, Tax Collector/Treasurer, and <br /> Jason Streebel, Director of Assessing were in attendance to discuss financial scenario's proposed for the <br /> construction of sewering in the Town of Mashpee. <br /> The sum of$88 million is assumed in each phase (I, II & III) not including operational and maintenance costs. <br /> The average taxpayer with a home of$474,000 in value paying a tax rate of$8.92 per $1,000 would be required to <br /> pay $15,000 - $20,000 for the hook-up and$507 - $665 per year over a 40 year debt period. <br /> Projections include loan forgiveness, and the rooms tax offset (not fully known). Additional funding may include <br /> the Cape & Islands Trust Fund and other possible recovery fees. <br /> Discussion followed with respect to basic financial issues facing the Town. This would include the most favorable <br /> way to fund the sewer, through the Town, the Water District or a combined approach. A proposed debt exclusion <br /> would require an article as well as a ballot question. What if it does not pass? <br /> Discussion of Potential Next Steps for Wastewater: <br /> It was agreed the Water District would be consulted regarding their position on this matter. <br /> Motion made by Selectmen Sherman to communicate with the Mashpee Water District regarding their <br /> position on sewering. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 4-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Opposed, none <br /> Potential next steps for wastewater include the analysis of Joint Base Cape Cod, and the management thereof. <br /> An additional meeting will be held on Thursday, August 22, 2019 to further review the matter of wastewater. <br /> ADJOURNMENT <br /> Motion made by Selectmen Cotton to adjourn at 9:08 p.m. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 4-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Opposed, none <br /> Enclosure: GHD, Inc.
