2 <br /> Board of Selectmen <br /> Minutes <br /> August 22, 2019 <br /> Present: Selectman Andrew R. Gottlieb, Selectman John J. Cotton, <br /> Selectman Thomas F. O'Hara, Selectman Carol A. Sherman <br /> Town Manager Rodney C. Collins <br /> Assistant Town Manager Wayne E. Taylor <br /> Meeting Called to Order by Chairman Gottlieb at 6:30 p.m. <br /> Mashpee Town Hall, Waquoit Meeting Room <br /> APPOINTMENTS & HEARINGS <br /> Public Comment: <br /> Steven Peters related concern with respect to the siting of a wastewater treatment plant on Ashers <br /> Path. Mr. Peters indicated he felt at the last Board of Selectmen's Meeting, there was an interest <br /> in exploring JBCC. Mr. Peters stated that he feels the Town is forcing the solution that will <br /> impact this area and the home values. He also added the neighbors have not had conversation <br /> with the Board of Selectmen and Sewer Commissioners to acknowledge the treatment plant, and <br /> there has not been any discussion regarding operation and maintenance costs. Mr. Peters <br /> recommended the Board bring a more complete plan forward before an article goes to Town <br /> Meeting. <br /> Noella Pina of South Sandwich Road expressed appreciation to the Board of Selectmen for their <br /> leadership. Ms. Pina encouraged the Board of Selectmen to place the Accessory Dwelling Unit <br /> Bylaw on the warrant to assist families to offset mortgage costs, and to attract young families to <br /> the Town of Mashpee. <br /> Mary Waygan, 35 Ashumet Road voiced support of the article proposed to create a Wastewater <br /> Infrastructure Investment Fund (WIIF), but not at the expense of the Community Preservation <br /> program. Ms. Waygan indicated the Town's Nitrogen Management Plan recommends open <br /> space as a Land Management Strategy. The benefits of the CPA program over the years was <br /> revealed by Ms. Waygan as was the debt created by the former Land Bank which has been <br /> assumed by the CPA program for the past ten plus years. With regards to CPA reimbursement, <br /> this year, the state is expected to double their Trust Fund distribution match. If the program is <br /> reduced the funding would then be distributed to other CPA communities. In addition, the CPA <br /> has funded affordable housing and has made contributions to the Affordable Housing Trust for <br /> the 950 Falmouth Road project. The CPA grants monies to the Town AHT to control where the <br /> affordable housing is achievable. Lastly, Ms. Waygan indicated the benefits and projects funded <br /> by the CPA serve many persons of all ages in the Town of Mashpee. <br /> Planning Board member Joe Cummings of 49 Gold Leaf Way stated that the Town's estuaries do <br /> not meet the water quality standards of today. The shellfish aquaculture program is contributing <br /> an estimated 20-30% of the clean-up. Mr. Cummings recommended to begin the process in the <br /> eastern section of town and open comment to allow for suggestions on improving the appearance <br /> of the facility within the neighborhood that would be acceptable. This action is imperative to <br /> eliminate further annoyance with the neighbors. <br />
