*DRAFT MINUTES* BOARD OF SELECTMEN SEPTEMBER 9, 2019 9 Minutes September 9, 2019 Discussion Action and Execution of the October 21 2019 Town Meeting warrant: (continued) Motion made by Selectman Sherman to approve and recommend Article 25 of the October Town Meeting warrant. Motion seconded by Selectman O'Hara. VOTE: Unanimous, 4-0. It was agreed the delayed correspondence would be taken under advisement and considered as an amendment on Town Meeting floor. Roll Call Vote: Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman,yes opposed, none Discussion of S ecial Meeting s Schedule for Wastewater; Topic of First Special Meetin on Se tembe• 165 2019 on wastewater is "Lessons Learned from Other Ca e Cod Towns" Questions for Future Special Meetings on wastewater Mana ement Options: In an effort to continue conversations on wastewater, the Board of Selectmen outlined the following meeting schedule; Monday, September 16, 2019—6:00 p.m. Monday, October 28, 2019 —5:00 p.m. Monday, November 25, 2019—5:00 p.m. Monday, December 9, 2019---6:00 p.m. Additional meetings based on availability would be scheduled the week of October 14.1h and the week of November 11 tip'. Specific topics will be scheduled based on questions and comments. At the September 16, 2019 meeting Alan McClennan, former Chairman of the Orleans Board of Selectmen will discuss lessons learned, and the unanimous $47 million bond authorization to manage wastewater. George "Bud" Dunham, Town Manager of Sandwich and David Sampson a Sandwich Selectmen will be invited to discuss the process of developing a financial vehicle for wastewater management from an elected point of view. Additional comment was made on the use of Joint Base Cape Cod to solve the problem of clean water for Mashp ee and other communities. The use of JBCC is more of an option than it have ever been and should be vetted thoroughly. It was agreed the matter of building consensus and financing are all common elements affecting the Cape communities. On the matter of wastewater as it relates to the Town of Mashpee decisions have to be made on all issues including the lead for management. If the Town elects to form a Sewer District, the legislation process may tale two years to gain approval.
