Town of Mashpee <br /> . y. 16 Great Neck Road North <br /> Mashpee, Massachusetts 02649 <br /> BOARD OF HEALTH - PUBLIC SESSION <br /> Mashpee Town Hall —Waquoit Meeting Room <br /> Minutes of the Meeting of July 25, 2019 <br /> Board Members Present: Member Absent: Also Present: <br /> Brian Baumgaertel,Chair Glen Harrington, Health Agent <br /> Laurel Almquist,Co-Chair <br /> Mallory Langler,Clerk <br /> Chair Brian Baumgaertel called the meeting to order at 7:01 p.m. <br /> APPOINTMENTS <br /> 7:15—Dibuono,Title V Violation <br /> Glen Harrington commented that an order letter was sent to Septic Inspector Michael Dibuono on July 2, <br /> 2019 for failure to submit and pay for a septic inspection. Several chat messages have been sent to the <br /> inspector via the on-line permitting portal. Mr. Harrington spoke with the inspector directly on July 23rd, <br /> who said that he would visit the Health Office to get additional training how to pay for and upload the <br /> septic inspection reports. To date,the inspector has not been in to the office. The property reportedly <br /> sold on March 13, 2019, but the inspection was dated March 19, 2019. It is believed, however,that the <br /> inspection was used for property transfer purposes. Mr. Dibuono was not in attendance at the hearing. <br /> There being no further comments or discussion, Laurel Almquist moved to revoke the Septic Inspector <br /> Registration for Michael Dibuono. Motion seconded by Mallory Langler. VOTE: Unanimous(3-0). <br /> 7:20—87 Summersea Road <br /> Mallory Langler moved to shift the hearing for 87 Summersea Road to 8:10 p.m. Motion seconded by <br /> Laurel Almquist. VOTE: Unanimous(3-0). <br /> Mallory Langler moved to shift the hearing for 87 Summersea Road to 7:50 p.m. Motion seconded by <br /> Laurel Almquist, VOTE: Unanimous(3-0). . <br /> Mr; Harrington commented that the property at 87 Summersea Road requires an upgrade of the existing <br /> cesspools to a Title V septic system. The new system will require variances to the cellar wall and abutter <br /> property lines. Another variance request is asking for a one-foot reduction to the bottom of the test hole <br /> or groundwater. Groundwater is anticipated at elevation 2, possibly 3 NAVD, and the bottom of the Soil <br /> Absorption System (SAS) is at 255. The soil is also consistent once you are in the parent material. Mr. <br /> Harrington's opinion was that approval of the variance would unnecessarily limit the property and <br /> recommended, in this situation,to require confirmation in the field for five (5)feet of pervious material <br /> 1 <br />
