3 <br /> Board of Selectmen <br /> Minutes <br /> September 9, 2019 <br /> APPOINTMENTS & HEARINGS <br /> Department of Public Works Director Catherine Laurent: <br /> Stormwater Management Update: <br /> Catherine Laurent, Director of Public Works was in attendance with Gabrielle Belfit, Senior <br /> Environmental Scientist of Tighe & Bond, Environmental Engineers to review the Mashpee <br /> Stormwater Management Plan, a requirement of the 5-year permit due to expire in 2022. <br /> Tighe & Bond is assisting the Town on the matter of stormwater management. A report, considered a <br /> blueprint for the Town for compliance is anticipated to be finalized and distributed next week to meet <br /> the deadline of September 30, 2019 for submission to the state. <br /> Permit Year 1 requirements include public education and outreach and the adoption of a Bylaw <br /> relative to storm water discharge. The proposed Bylaw for Illicit Connections and Discharges to the <br /> Municipal Storm Drain System appears on the October warrant for adoption. Regulations are <br /> necessary for the protection of Mashpee's water bodies and groundwater, and to safeguard public <br /> health and safety,welfare and the environment. <br /> With the assistance of Tighe & Bond, the Department of Public Works has established a Stormwater <br /> Management Plan page with mapping on the Town's website; Nary«v.mashpeema.gov. <br /> Permit Yearn highlights include continued public education and outreach as well as the distribution of <br /> materials and opportunities for public participation. With the institution of the new Bylaw new <br /> development and redevelopment BMP's would be required for optimum nitrogen removal. An <br /> inventory of operations and maintenance procedures would be developed for all Town-owned parks, <br /> open space, buildings, vehicles and equipment. <br /> This includes cleaning catch basins and street cleaning on a bi-annual basis along with the <br /> implementation of a winter road maintenance program. <br /> Ms. Laurent, Director of the DPW indicated the Plan serves as a written document for stormwater <br /> management. There are no real changes or requirements to what the Town has been practicing. <br /> It was agreed that it is important to alleviate direct discharges from the rivers and ponds. It was <br /> recommended that more emphasis focus on roadways and redirecting drainage from the waterways. <br /> Ms. Laurent was in support of this action. The matter has been discussed with Town Manager Rodney <br /> C. Collins and would be considered as a separate line item for funding in FY21. All new road <br /> construction will include drainage work to limit sediment discharge and nutrient loading. <br />
