MASHPEE ENVIRONMENTAL OVERSIGHT COMMITTEE <br /> MEETING MINUTES <br /> AUGUST 14, 2019 - 6:30 P.M. <br /> MASHPEE TOWN HALL <br /> Present: Michael Talbot,Joe Cummings, Tom Hoppensteadt,Dale McKay, Katelyn Cadoret, <br /> Rick York <br /> CALL TO ORDER <br /> The Chair opened the meeting at 6:30 p.m. <br /> APPROVAL OF MEETING MINUTES: <br /> No approval of minutes from June 12th and July 1 Oth (not ready yet). <br /> COMMUNICATIONS & CORRESPONDENCE: <br /> None <br /> ACTION ITEMS UPDATE <br /> Plastic Straw and Polystyrene Ban Bylaw Articles: Update,Final Revisions for October <br /> We will need to change effective date to June 2021. Regarding the past plastic bag ban bylaw, the only <br /> offender at the moment is the Shell Station off Route 130. No one else has witnessed this occurring at <br /> other establishments, meaning they are in compliance. Stop and Shop still sells plastic bags. <br /> Review Proposed Draft Helium Balloon Ban Bylaw for May 2020 Town Meeting <br /> The members agreed with the language changes made to the Balloon Ban Bylaw. Katelyn will send out <br /> the revisions as soon as possible. The Coastsweep data from Tom H. was sent to the other members: <br /> Santuit Pond Water Quality Issues and Possible Mitigation <br /> The members discussed the current measures being taken to address the algae blooms in Santuit Pond, <br /> including the use of"HABStats", a plankton and spectroscopic meter that can identify species and <br /> report real time data from Scott Gallagher at WHOI. The Tribe also has secured grant funding through <br /> NOAAs Species Recovery Grant Program to study Santuit Pond's ecosystem and any adverse physical <br /> and/or biological effects on river herring. They also are currently conducting a feasibility study <br /> through the Army Corps for dredging the pond. Scott Smith has also conducted a pilot study using <br /> polymers to uptake phosphorus, and the data is yet to be released. The Sampsons Mills Road Culvert <br /> Replacement Project is slated to start next Monday, which will improve the river flow and passage for <br /> river herring. The members are considering sending information to the abutting Santuit Pond residents <br /> about ways to reduce impact to the Pond. <br /> Mass. Municipal Vulnerability Preparedness Program (MVP): <br /> No update <br /> Mashpee Greenway and the Quashnet River Footbridge <br /> No update <br /> DNR and MEC (PALS) Pond & Estuary Water Quality Monitoring: Update <br /> Rick York reported on Brian Howe's recent report of water quality in SE Mass that revealed <br /> Popponesset Bay as the worst bay in the region for violating water quality standards.
