Mashpee Affordable Housing Committee Meeting Minutes August 6, 2019 at 6:30 pm Mashpee Town Hall-Waquoit Meeting Room Approved 10/10/19 Present: Allan Isbitz, Walter Abbott, Berkeley Johnson, Marie Stone, Bruce Willard CALL TO ORDER Mr. Isbitz opened the meeting at 6:30 p.m. with a quorum, and the roll was called. ELECTION OF OFFICERS MOTION: Mr. Willard made a motion to nominate Allan Isbitz as Chair of the Committee. Mr. Abbott seconded the motion. All voted unanimously. MOTION: Mr. Willard made a motion to nominate Bud Abbott as Vice Chair. Mr. Johnson seconded the motion. All voted unanimously. MOTION: Mr. Willard made a motion to nominate Berkeley Johnson for Clerk. Mr. Abbott seconded the motion. All voted unanimously. APPROVAL OF MINUTES July 9,2019 Chairman Isbitz provided proposed changes to the minutes by email, all of which were accepted by Committee members. MOTION: Mr. Abbott made a motion to accept the minutes as modified. Mr. Johnson seconded the motion. All voted unanimously. OLD BUSINESS Mashpee Commons Chapter 40B Project-There was discussion regarding the new approach for the Town to enter into a Tri-Party Agreement with Mashpee Commons and the Cape Cod Commission. It was hoped that the new approach would better serve the large project, with significant impact, but likely provide significant affordable housing. It was noted that it would be important to include other Town members in discussions with the Planning Board. It was hoped that the matter would appear on the October 2020 Town Meeting Warrant. Mr. Abbott suggested that the item not appear on the Committee's agenda until there was action, but the Chair suggested that it would be useful to maintain an ongoing list of activity. Mr. Abbott noted that the Housing Production Plan was unclear as it related to Mashpee Commons and Ms. Stone inquired how others would be involved in the discussion. The Chair stated that the Developer Agreement Process with the Cape Cod Commission, and the Town as a signator, could increase the density of a development, resulting in wastewater improvement with advanced treatment systems. The Board of Selectmen would have the final vote,but the Planning Board would lead the hearings locally, and the Bylaws permit the Board to invite others to participate. The Board of Selectmen have requested that other regulatory stake holders be involved. It was suggested that the Affordable Housing Committee should be represented and included in discussion.
