Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> August 6, 2019 at 6:30 pm <br /> Mashpee Town Hall-Waquoit Meeting Room <br /> Approved 10/10/19 <br /> Present: Allan Isbitz, Walter Abbott, Berkeley Johnson, Marie Stone, Bruce Willard <br /> CALL TO ORDER <br /> Mr. Isbitz opened the meeting at 6:30 p.m. with a quorum, and the roll was called. <br /> ELECTION OF OFFICERS <br /> MOTION: Mr. Willard made a motion to nominate Allan Isbitz as Chair of the Committee. Mr. <br /> Abbott seconded the motion. All voted unanimously. <br /> MOTION: Mr. Willard made a motion to nominate Bud Abbott as Vice Chair. Mr. Johnson <br /> seconded the motion. All voted unanimously. <br /> MOTION: Mr. Willard made a motion to nominate Berkeley Johnson for Clerk. Mr. Abbott <br /> seconded the motion. All voted unanimously. <br /> APPROVAL OF MINUTES July 9,2019 <br /> Chairman Isbitz provided proposed changes to the minutes by email, all of which were accepted by <br /> Committee members. <br /> MOTION: Mr. Abbott made a motion to accept the minutes as modified. Mr. Johnson seconded <br /> the motion. All voted unanimously. <br /> OLD BUSINESS <br /> Mashpee Commons Chapter 40B Project-There was discussion regarding the new approach <br /> for the Town to enter into a Tri-Party Agreement with Mashpee Commons and the Cape Cod <br /> Commission. It was hoped that the new approach would better serve the large project, with significant <br /> impact, but likely provide significant affordable housing. It was noted that it would be important to <br /> include other Town members in discussions with the Planning Board. It was hoped that the matter <br /> would appear on the October 2020 Town Meeting Warrant. <br /> Mr. Abbott suggested that the item not appear on the Committee's agenda until there was action, but <br /> the Chair suggested that it would be useful to maintain an ongoing list of activity. Mr. Abbott noted <br /> that the Housing Production Plan was unclear as it related to Mashpee Commons and Ms. Stone <br /> inquired how others would be involved in the discussion. The Chair stated that the Developer <br /> Agreement Process with the Cape Cod Commission, and the Town as a signator, could increase the <br /> density of a development, resulting in wastewater improvement with advanced treatment systems. The <br /> Board of Selectmen would have the final vote,but the Planning Board would lead the hearings locally, <br /> and the Bylaws permit the Board to invite others to participate. The Board of Selectmen have <br /> requested that other regulatory stake holders be involved. It was suggested that the Affordable <br /> Housing Committee should be represented and included in discussion. <br />
