Minutes Mashpee Waterways Commission <br /> Mashpee Town Hall <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Date: 9/10/2019 <br /> Chairman Ken Bates convened the meeting at 9:OOam in the South Cape Meeting Room <br /> Attendees: Ken Bates, Gregg Fraser, Don MacDonald, Tim Leedham and Dick Noonan. Also <br /> present: Ashley Fisher, Jeff Smith and Rick York. <br /> Absent: Steve Mone and Al Wickel <br /> Minutes: <br /> The following minutes were approved: The regular session of Tuesday August 13, 2019. Motion <br /> of acceptance made by Don MacDonald, seconded by Dick Noonan and a unanimous vote of <br /> approval by all those present. <br /> Appointments &Information Sessions: <br /> - It was noted by Ken Bates that Gregg Fraser has been working as part of the Waquoit Bay <br /> Channel Extension Project and that we need to formally add him as a permanent member. A <br /> motion to add Gregg to the project team was made by Dick Noonan, seconded by Don <br /> MacDonald and unanimously approved by all those present. <br /> - Ken again brought up the need for the MWC to appoint a liaison to the Sewer Committee <br /> once their work begins more regularly. Dick Noonan volunteered to represent MWC in that <br /> capacity. A formal vote of confirmation will take place at a future meeting. <br /> Communications &Correspondence: <br /> - A letter was received from Sandra and Richard Horsman, who live on Ashumet Pond <br /> supporting the ban on Jet skis. The letter was read by all members present. It was noted that <br /> the recommendation for the ban was put on the October warrant. Further that the BOS has <br /> made no recommendation on the Article. This prompted a general conversation about the <br /> banning jet skis versus considering a limit on horsepower. It was noted however that most <br /> complaints on the pond are due to jet skis and not boats with large engines. Further, it was <br /> recognized that any restriction on speed is very difficult to to enforce given limitations of <br /> patrol resources. The conclusion was that we would leave the Article as is banning jet skis <br /> and make no recommendations relative to horsepower. <br /> - MWC received documentation for the reconstruction plan for a dock on 2 Summersea Rd. <br /> Jeff Smith reported that he had received the documentation and has provided input to the <br /> Conservation Committee. He expressed concern over the depth at that location and whether <br /> the dock and/or the boat tied to it would rest on the bottom at low tide. There followed a <br /> general conversation of the role of the MWC in the dock permitting process. It was agreed <br /> by all that the role is to provide "input" to the process specifically to the Harbormaster <br /> relative to impacts on navigation. Jeff will send Ken a copy of his comments to <br /> Conservation. <br /> Old Business: <br /> Harbormaster Report: <br /> - Jeff Smith reported that the Harbormaster's office spent 918 hours on patrol. They interfaced <br /> with 574 vessels, issued 374 Warnings and 3 Citations. <br /> - They provided assistance to 6 disabled vessels. This included the AHM responding to a <br /> PAN-PAN about a sunfish adrift off Cotuit. The owner was located on the beach. The AHM <br /> also responded to and assisted a vessel on the jetty at Waquoit entrance. The AHM assisted <br />
