Mr. Abbott objected to spending <br /> $100,000 for land when the Town was already in possession of land that could be developed for <br /> affordable housing, and taxes could be collected on the new homes. Ms. Stone inquired why the land <br /> would be purchased if the Town was in possession of other sites and suggested the possibility that <br /> other developers may have walked away due to lack of feasibility. Ms. Stone recommended following <br /> up with prior developers to learn why they did not pursue the sites. There was discussion about <br /> pursuing a feasibility study, possibly funded by a potential developer. Mr. Taylor confirmed that <br /> Habitat for Humanity had verbally expressed interest in the parcel, but in a two to three year time <br /> frame. <br /> Proposed Changes in the Mashpee CPA Funding Allocation-Mr. Taylor confirmed that <br /> there would be no change to the funding allocation in October, but the matter may be considered in <br /> May. Selectman Gottlieb had expressed interest in dropping the CPA allocation to 1%, others have <br /> suggested dropping the allocation to 2% and creating a program for wastewater at 2%. The Chair <br /> expressed concern regarding impacts to the ability to develop affordable housing in Mashpee and Mr. <br /> Taylor responded that a reduction would impact Historic and Recreation as well. Mr. Taylor added <br /> that there were a variety of views regarding CPA funding. Mr. Abbot inquired about setting aside <br /> funds to the Affordable Trust and Mr. Taylor stated that$300,000 had been set aside, but he agreed he <br /> would like to see the 10% set aside for affordable housing. <br /> Mashpee Commons Chapter 40B Project <br /> As discussed previously. <br /> Wampanoag Village <br /> Ms. Stone reported that the project may be stalled due to framing sub-contractor issues. Ms. Stone <br /> would invite the project's Housing Assistant to attend a future meeting of the Affordable Housing <br /> Committee. <br /> Habitat for Humanity <br /> No update. <br /> 243 Cotuit Road <br /> The Chair drafted a letter to Domingo Pena. Mr. Johnson suggested that the letter was too lengthy, and <br /> a memo could have been attached detailing the Committee's concerns. Ms. Stone expressed her <br /> concern that, as an abutter,there were no other rental units in that neighborhood. Ms. Stone indicated <br /> that she could not support the project and may have to recuse herself as she would petition against the <br /> project with her neighbors. The Chair stated that his letter was encouraging but expressed 10 concerns <br /> about the project regarding its feasibility. The Chair added that, up to this point,Mr. Pena had not <br /> been forthcoming in sharing the financing that would prove the affordability of the project. There was <br /> discussion regarding the details and content of the letter. The Chair indicated that he would re-draft <br /> and re-format the letter, and Mr. Johnson would review the letter. The letter would be reconsidered at <br /> the October 15 meeting. <br /> NEW BUSINESS <br /> Housing Production Plan 2020 Update <br /> The Chair contacted DHCD regarding an extension to allow for the coordination of census data. A <br /> minimal update of the plan could be submitted with a follow up providing an updated plan and goals <br /> and strategies for housing production for 2022. Ms. Waygan confirmed that the EPP would be <br /> finalized by the Affordable Housing Committee, before being approved by the Planning Board and <br /> 2 <br />
