SUMMARY OF PRIMARY SANDWICH WASTEWATER EFFORTS: <br /> 0 Mass Estuaries Program participation with several appropriations; eventual designation of north- <br /> facing embayments as "clean"; problem areas Sandwich contributes to - Popponesset, Three Bays, <br /> Waauoit <br /> ® State grant from Joint Base Cape Cod (JBCC)Textron contamination mitigation funds; focused on <br /> completion of Comprehensive Water Resources Management Plan (CWRMP) <br /> 0 Town Meeting authorization to set-aside substantial Town land for wastewater treatment &,disposal <br /> outside of Zone 11 areas <br /> 0 Adoption of sewer regulations & standards with Board of Selectmen as Sewer Commissioners; <br /> deemed too important to delegate to another entity <br /> 0 While CWRMP being developed, completed Interim Wastewater Solution Plan at end of Jan <br /> Sebastian Drive = still valid; ties in with Town properties previously set-aside for wastewater <br /> treatment & disposal purposes; depending on what happens at JBCC, this could be first major, <br /> wastewater construction effort for Sandwich with regional opportunities <br /> Numerous discussions with Selectmen &Town Counsel about costs and financing options <br /> 0 Completion of CW`RMP with Cape Cod Commission & State Department of Environmental <br /> Protection approvals <br /> • Approval of Inter Municipal Agreement with Mashpee & Barnstable for Popponesset embayment <br /> efforts & responsibilities <br /> 0 Water Infrastructure Investment Fund (WIIF)—support from Selectmen, public outreach, eventual <br /> votes at Town Meeting & Town election ballot <br /> o 2% W11 F coupled with 1% reduction in Community Preservation Act surcharge net impact <br /> of 1% increase <br /> o Treatment plants at 3 Sandwich schools = FAR cheaper to sewer than upgrade <br /> o 'Monitored closely by Conservation Law Foundation (CLF) <br /> o Exceptional leadership & public outreach from Director of Public Health <br /> 0 Upper Cape joint wastewater efforts & 2 consecutive State regional grants; more than just JBCC, <br /> but definitely JBCC-focused...addition of Barnstable a very positive development <br /> 0 Cape God & Islands Water Protection Fund = a lot of speculation but no hard data yet...will <br /> definitely help big picture, but too soon to know specifics <br /> ® Town Meeting authorization to grant utility easements to Barnstable & Mashpee on public roads <br /> needed to access JBCC, Jan Sebastian Drive, & 3 school treatment plants <br /> • Special Act for Rooms Tax with 50% designated for debt eligible projects; approved at Town <br /> Meeting, now at State House; not focused on wastewater, but could be used for this <br /> ALL OF THE ABOVE= an informed Leap of Faith with public, neighboring towns, County, State, Feds, <br /> CLF; etc.; we all know what's coming, we just don't know when & how <br />
