Mashpee, Massachusetts 02649 Tefephone - (508)539-1420 FaX- (508)539-3894 MEMORANDUM October 2, 2019 TO: Board of Selectmen Rodney Collins,Town-Manager FROM: Catherine Laurent, Director RE; Recommendation for Award of Contract for Master Plan for Mashpee Middle/High School Athletic Field Complex Descrtion Two proposals were received in response to the Request for Proposals issued for provision of a Master Plan for Mashpee Middle/High School Athletic,Field Complex. See attached. Background The FY20 Capital Improvement Plan approved at the May 2019 Annual Town Meeting included $30,000 in funding for completion of an assessment of the fields at MMHS and completion of a master plan with recommended improvements. The scope of work includes'review of the existing athletic facilities,their use, condition,and maintenance for the purpose of making recommendations to upgrade, reconfigure, reconstruct, and/or replace the faci-lities as needed to support the use. Recommendation The Planning &Construction Committee voted at their meeting of October 1, 2019 to recommend that a contract be awarded to Gale Associates Inc.for a contract amount of$29,100. while both firms demonstrated the experience and qualifications necessary,the proposal from Gale Associates appeared to more strongly focus on assessing what field improvements are warranted by the usage to provide direction for development of the master plan. Pros and Cons Since construction of MMHS in 1996,the number of athletic teams using the existing fields has more than doubled. As a result of this increased and more intensive use during both spring and fall seasons, the condition of the fields have been negatively affected. Required maintenance of the fields has also been a challenge as there are not a sufficient number to allow any to rest except in winter and summer, neither time being ideal for maintenance because of weather factors which are not conducive to growing of grass. Replacement of the stadium field with synthetic turf was originally proposed in the FY20 CIP along with reconstruction of the track. During the review, the CIP Committee voted instead a review of the entire field complex in order to develop a more comprehensive plan for all fields and request the appropriate funding for any improvements recommended in the plan.
