*DRAFT BOARD OF SELECTMEN MINUTES 9-16-2019* 6 <br /> Board of Selectmen <br /> Minutes <br /> September 16, 2019 <br /> Alan McClennan: Presentation on the Town of Orleans' Experience Dealing with Develo ing a Plan for <br /> Wastewater Mang ement and Finance: (continued) <br /> Mr.McClennan indicated the Town of Orleans owns 24 acres near Exit 12. It is the site of a former Tri-town <br /> treatment plant. The Tri--town agreement was terminated and the plant has been demolished. In two weeks,the <br /> town is submitting 90% construction plans to DEP with construction anticipated to be completed in 2022 or <br /> 2023. Construction financing for wastewater is interest free. In the financing plan,payback would begin in 6 <br /> months after the start of construction. <br /> The Town of Orleans has secured grants for state improvements,road work in the downtown area. <br /> Engineering is complete. Town Meeting voted $3.8 million for pipe installation with no definitive answer on <br /> the specifics of the sewering. (25% of the design elevations, etc. were made known) <br /> Each October revenues are placed in a Stabilization Fund for wastewater use only. It is expected the Town will <br /> begin utilizing those funds in 2023. within the wastewater Capital Plan there is a need to go to Town Meeting <br /> to request funding for Phase II; Meeting Douse Pond where 100% of the nitrogen needs to be removed. The Town of Orleans has an <br /> internal water& Sewer Commission. It is projected that Cape towns above Orleans would utilize the system, <br /> and assist in the reduction of operating costs. <br /> Projects are eligible for 0% financing if a project is not subject to an enforcement order or a court order. <br /> Eligibility for 0%financing costs is a tremendous savings and should not be jeopardized. <br /> It is also important to have an approved CWMP. Or--leans falls in line with Provincetown, Chatham,Harwich <br /> and Mashpee. As the other towns gain approval of their plan,you may ask where you are in the que, and it is <br /> most favorable to be in the front of the que for funding. It was suggested the Town of Mashpee approach the <br /> use of the Cape Cod&Islands Clean Water Trust funds with principal forgiveness. <br /> It is important for a town to have clean water to remain as a place where people would want to be. <br /> Discussion followed regarding the use of wick wells,vertical wells for processing. Mr. McClennan indicated <br /> the Permeable Reactive Barriers (PRB's) an alternative method of collection is very effective. A PRB was <br /> installed in a parking lot at a bail field, a problematic area with excess nitrogen. Data is available from the <br /> three-year test. It is anticipated the Town of Orleans will place more PRB's in hot spot areas. <br /> As an alternative there has been an ongoing aquaculture experiment using shellfish. The Town took charge of <br /> the program for three years, and now a contractor is extracting the shellfish from the pond. <br /> It was noted the Town of Maslipee intends to process wastewater with a Membrane Bioreactor(MBR) as <br /> Orleans. This would allow for preliminary treatment, screening(1-3 mm) and grit removal and <br /> secondary/tertiary treatment MBR along with UV disinfection. The discharge limit is 10 ppn,but the plant <br /> may target operations at the nitrogen level of 5 ppm. <br />
