Open Meeting and roll call-the Chair opened the meeting at 1:00 PM. Present: Andy Eliason,Lolita McCray, <br /> Ken Hannaford,and Dan Riley <br /> 2. Minutes: <br /> a. Approve June 11,2019 Meeting Minutes. The spelling of Lolita McCray's name was to be corrected. <br /> Motion:Andy Eliason moved to approve the minutes of June 11,2019 as amended seconded by Lolita <br /> McCray. <br /> Vote unanimous 4-0. <br /> 3. Comments from OpenCape representative regarding Mashpee plans. Steve Johnson not present,no comments. <br /> 4. Comments from Town Manager's Office.Bill Nay,Wayne Taylor,and Dan Riley met last week to discuss the <br /> license renewal process in general. Luckily,Bill has been through the process before and provided us with a <br /> practical guide from the MA Dept. of Telecommunications and Cable.He also provided 10 Steps for Successful <br /> Franchise Renewal from the consulting firm Moss &Barnett. Dan Riley contacted Michael Mail to confirm this is <br /> the most current version.Wayne responded to a letter dated 11/7/18 from Comcast.This is not about discussing <br /> the cost of cable or the content of cable. This is the process of discussing the license itself and the areas we are to <br /> be discussing in any public form (service,discounts,location of Comcast offices,etc...). The challenge is to run <br /> public meetings and keeping the meetings on the allowed topics.Andy Eliason asked if we need to have an <br /> ascertainment hearing and Dan Riley said it we don't have to but it is strongly recommended for a renewal to have <br /> some kind of public outreach survey or meeting to be able to say we've done our due diligence.Wayne Taylor said <br /> it's in Town Council's hands to draft and send letter. He's reached out to Sandwich and Falmouth to see where <br /> they are in the process.Dan Riley said one thing we can request from Comcast is a copy of their service log so we <br /> can see what kind of data they have for how successful their service response has been. No other comments from <br /> Town Manager's Office. <br /> 5. Comcast Renewal Process discussion—Most of the discussion was had during item 4,comments from Town <br /> Manager's Office. There was talk of Comcast closing its Sandwich location,which was convenient for Mashpee. <br /> The newer Comcast locations are more like showrooms,it's important to us that there is a convenient location in <br /> or near Mashpee. <br /> 6. David DelVecchio will report on IT updates.—Bayside Electrical will cost$390 more for the rewiring of <br /> equipment. Andy Eliason moved to pay$2054.00 to Bayside Electrical Contractors to install upgrade of audio <br /> in Waquoit room. Seconded by Lolita McCray. Vote unanimous 4-0. <br /> Dave DelVecchio requested $12,000.00 out of FY2020 Cable Fund Misc.unanticipated expenses line item. This <br /> is a one-time cost and IT Dept will pay the additional$7,000.00 for the total of$19,000.00 to Tyler <br /> Technologies,the parent company for MUNIS,which is the software that runs the Town and School finances <br /> for the Town of Mashpee.Andy Eliason moved to contribute a one-time sum of$12,000.00 to the IT Dept for <br /> Tyler Technologies. Seconded by Lolita McCray. Vote unanimous 4-0. <br /> Andy Eliason had to depart at 1:40 and granted proxy for the remainder of the meeting. <br /> 7. Mashpee Community Television updates—Bill Nay discussed mentioned the audio changes to Town Hall hs <br /> been settled and Mashpee TV will be paying for the whole system,about$30,000.
