TOWN OF MASHPEE
BOARD OF ASSESSORS - EXECUTIVE SESSION
Minutes of the Meeting of Wednesday, June 26, 2019
Board Members Present: Also Present:
Paul Andrews, Chairman Jason Streebel, Director of Assessing
Gregg Fraser, Vice Chairman
John Bartos, Clerk
The Executive Session of the Board of Assessors convened at 6:07 PM.
Ongoing Litigation of State Owned Land Valuations
Director Streebel presented the board with the negotiated settlement offer for the FY17 State Owned Land
(SOL). After more than two years of litigation, discovery, meetings, phone calls and negotiations; a settlement
figure and terms had been reached. The Board of Assessors has filed appeals of SOL valuations every four
years since 2007. This would be the final appeal due to changes in statutes for future SOL assessments.
The proposed settlement figure is a base value adjustment for FY17 of$53,377,200 and will be adjusted with
the EQV adjustment factor with the new larger reimbursements to begin in FY21.
The Board said that the compromise figure seemed to be a workable final settlement given the various
statutory and budgetary limitations. The Board wished the minutes to show their congratulations to the
Director on the resolution of this long and difficult process and to thank the many people involved.
Gregg Fraser made a motion that the Board of Assessors adjourn the Executive Session and return to the
Public Session.
Roll Call Vote: Paul Andrews, yes; John Bartos, yes; Gregg Fraser, yes.
The motion was unanimously approved. The Executive Session was adjourned at 6:22 PM.
Respectfully submitted,
4407, Ile
Jason R. Streebel
Director of Assessing
1
