11 <br /> Board of Selectmen <br /> Minutes <br /> October 7, 2019 <br /> Discussion and Authorization to Petition the General Court Under Article 97 of the Amendments to <br /> the Constitution of the Commonwealth of Massachusetts to Convey Certain Town Owned <br /> Conservation Land to Mark and Donna Lopez: <br /> Andrew McManus, Conservation Agent was present to request the Board of Selectmen Petition the <br /> General Court pursuant to the provisions of Article 97 of the Amendments to the Constitution of the <br /> Commonwealth of Massachusetts to transfer and convey Town owned conservation land identified <br /> on the Mashpee Assessor's Map 45 as Block 9-0, located at 127 Meeting House Road, Mashpee. <br /> Mr. McManus reaffirmed the land swap of equal acres of land between privately owned land and <br /> Town owned conservation land; 3.72 acres respectively was approved by a vote of Town Meeting on <br /> May 7, 2018. The next step in the conveyance process is to petition the General Court for approval. <br /> Acquiring this land would provide permanent protection of a portion of riverfront habitat, which is <br /> considered to have substantial wildlife habitat. The Conservation Commission has endorsed the land <br /> swap between the respective parties. <br /> Motion made by Selectman O'Hara to authorize the Town to Petition the General Court under <br /> Article 97 as referenced to convey certain Town owned conservation land to Mark and Donna <br /> Lopez. <br /> Motion seconded by Selectman Weeden. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Selectman Weeden,yes Opposed, none <br /> TOWN MANAGER UPDATES <br /> Mashpee Housing Assistance Program II:_ The pending MOU between the Town of Mashpee and <br /> Mashpee Housing Authority for the Mashpee Housing Assistance Program II was presented to the <br /> Board of Selectmen for approval. The document was reviewed and approved by Town Counsel to <br /> form. The Board of Selectmen in support authorized Town Manager Rodney C. Collins to execute <br /> the document approved by a vote of the May 2019 Town Meeting. <br /> LIAISON REPORTS <br /> Assembly of Delegates: There has been ongoing conversation regarding the membership of the <br /> Barnstable County Commissioners. A proposal has been brought forward to replace the <br /> commissioners with a strong county manager form of government, but it is likely to not move <br /> forward. The Assembly will be taking action at their November meeting. <br /> Special Events: The Mashpee Chamber of Commerce will be meeting this week to review festivities <br /> planned for the Annual Holiday Parade. <br /> Community Preservation Committee: Applications for CPA funding consideration at the May 2020 <br /> Town Meeting are due by November 1, 2019. <br />
