11 Board of Selectmen Minutes October 7, 2019 Discussion and Authorization to Petition the General Court Under Article 97 of the Amendments to the Constitution of the Commonwealth of Massachusetts to Convey Certain Town Owned Conservation Land to Mark and Donna Lopez: Andrew McManus, Conservation Agent was present to request the Board of Selectmen Petition the General Court pursuant to the provisions of Article 97 of the Amendments to the Constitution of the Commonwealth of Massachusetts to transfer and convey Town owned conservation land identified on the Mashpee Assessor's Map 45 as Block 9-0, located at 127 Meeting House Road, Mashpee. Mr. McManus reaffirmed the land swap of equal acres of land between privately owned land and Town owned conservation land; 3.72 acres respectively was approved by a vote of Town Meeting on May 7, 2018. The next step in the conveyance process is to petition the General Court for approval. Acquiring this land would provide permanent protection of a portion of riverfront habitat, which is considered to have substantial wildlife habitat. The Conservation Commission has endorsed the land swap between the respective parties. Motion made by Selectman O'Hara to authorize the Town to Petition the General Court under Article 97 as referenced to convey certain Town owned conservation land to Mark and Donna Lopez. Motion seconded by Selectman Weeden. VOTE: Unanimous. 5-0. Roll Call Vote: Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman,yes Selectman Weeden,yes Opposed, none TOWN MANAGER UPDATES Mashpee Housing Assistance Program II:_ The pending MOU between the Town of Mashpee and Mashpee Housing Authority for the Mashpee Housing Assistance Program II was presented to the Board of Selectmen for approval. The document was reviewed and approved by Town Counsel to form. The Board of Selectmen in support authorized Town Manager Rodney C. Collins to execute the document approved by a vote of the May 2019 Town Meeting. LIAISON REPORTS Assembly of Delegates: There has been ongoing conversation regarding the membership of the Barnstable County Commissioners. A proposal has been brought forward to replace the commissioners with a strong county manager form of government, but it is likely to not move forward. The Assembly will be taking action at their November meeting. Special Events: The Mashpee Chamber of Commerce will be meeting this week to review festivities planned for the Annual Holiday Parade. Community Preservation Committee: Applications for CPA funding consideration at the May 2020 Town Meeting are due by November 1, 2019.
