14 <br /> Affordable Housing Trust <br /> Minutes <br /> May 20, 2019 <br /> Joint Meeting with the Affordable HousingTrust: <br /> rust: <br /> Discussion and Approval of Award of Contract for 950 Falmouth Road Affordable Housing <br /> Project: <br /> The Affordable Housing Trust Working Group was noted to have conducted a detailed review of <br /> the proposals. The language of the RFP was approved by the Affordable Housing Trust. A <br /> check list was established prior to the start of the review process and the proposals were ranked <br /> at the third meeting. <br /> Town Planner Lehrer recommended the Affordable Housing Trust authorize the developer <br /> POAH/HAC to negotiate the rights of the 950 Falmouth Road development, site specific and <br /> architectural design criteria subject to the ZBA approval. <br /> Discussion followed regarding the proposed design submittals. It was noted the Affordable <br /> Housing Trust is not the permitting authority for this project. <br /> Members of the AHT were supportive of the proposal received from POAH/HAC. However the <br /> conceptual design is lacking appeal. The Commonwealth Community Developers submitted a <br /> well-designed plan. Each firm received a score of 5 out of 10 possible points for Site& <br /> Infrastructure Design. <br /> The Working Group was not overly stimulated by the design of POAH/HAC and agreed it <br /> needed work to appeal to what is desired at the site location. Both developers submitted site <br /> design. Only one developer sited the septic. <br /> It was suggested POAH/HAC be approved with the condition the approval is subject to a formal <br /> design. It was also recommended that Community Preservation Funds allocated to the <br /> Affordable Housing Trust be utilized to offset the-differential in terms of nitrogen loading from <br /> 19to5. <br /> Motion made by Selectman Gottlieb to declare Commonwealth Community Developers <br /> LLC non-responsive to the 950 Falmouth Road RFP. <br /> Motion seconded by Mr. Richardson. <br /> VOTE: Unanimous. 8-0. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Cahalane,yes Selectman Gottlieb,yes <br /> Selectman O'Hara,yes Selectman Cotton,yes Mr. Isbitz,yes <br /> Mr. Halpern,yes Mr. Richardson,yes Opposed, none <br />
