There being no further comments or discussion, Laurel Almquist moved to continue discussion of the <br /> request for Title 5 variance at 77 Tide Run to allow Town Counsel time to review the matter. Motion <br /> seconded by Brian Baumgaertel. VOTE: Unanimous (2-0). <br /> 7:30—10 Evergreen Circle <br /> Mr. Harrington commented that this plan was reviewed during Site Plan review on May 7, 2019. The plan <br /> was more conceptual then, but detailed plans have since been completed. In discussions with the <br /> engineer, Mr. Harrington made note of the drainage, as it lacked the subsurface component that the <br /> Board of Health requires and the effluent tee filter placed on the outlet tee of the grease trap. Mr. <br /> Harrington expressed concerns about it clogging and not operating as intended; however, it was included <br /> by the manufacturer of the proposed I/A system. Mr. Harrington further commented on the fact that the <br /> recirculation line was discharging at the outlet end of the septic tank, and not at the beginning. It is his <br /> understanding that, to get additional denitrification, the carbon in the first chamber should be utilized. <br /> The industrial waste holding tight tank was removed from the plan,which means that no vehicles will be <br /> entering the building and floor drains will not be required by the Plumbing Inspector. <br /> Chair Baumgaertel asked what the facility was being used for, and Mr. Harrington indicated that he had <br /> not seen a menu, but believed it was mainly for coffee production. He further advised that there were 67 <br /> seats proposed. There would be no vehicles permitted inside the building. After a brief discussion,it was <br /> determined that a tight tank is not needed. <br /> Mr. Harrington stated that the septic system is proposed under the pavement;therefore,the variance for <br /> the reserve area,even with the denitrification unit,should be denied. The Board has allowed the variance <br /> for existing properties that have an existing SAS, but are retro-fitting with a denitrification unit because <br /> they were over 600 gpd. This situation is restaurant flow, which is a highly organic waste. <br /> A representative for the applicant, who was present at the meeting, stated the plan proposes to install <br /> the reserve trenches in between the primary. Chair Baumgaertel expressed concern about losing <br /> treatment by installing reserve trenches within what is considered to be treatment area. He did not <br /> believe the reserve area could be installed without completely disturbing the 2' of material between the <br /> reserve and the primary lateral. Chair Baumgaertel also stated that coffee has been known to quickly <br /> destroy a leach field and,therefore, he is not inclined to grant a variance for the reserve area. Given it's <br /> a new building,there is not a valid reason not to have the reserve in place. The developer was encouraged <br /> to take a second look and, if it can be demonstrated that it's completely unfeasible, the Board would <br /> reconsider at that time. <br /> There being no further comments or discussion, Laurel Almquist moved to continue discussion of the <br /> septic and site plan for 10 Evergreen Circle to the next meeting on October 10, 2019. Motion seconded <br /> by Brian Baumgaertel VOTE: Unanimous(2-0). <br /> 7:35—161 Old Barnstable Road <br /> Mr. Harrington commented that this is a new construction application for a three-bedroom dwelling. The <br /> size and layout of the lot, with wetlands, dictates the necessity for variances to the wetlands. The <br /> proposed primary and reserve SASS are within 75' of the border of vegetative wetlands; therefore, a <br /> denitrification unit and UV disinfection are provided per the I/A Regulation. Testing of the denitrification <br /> unit and UV would be in accordance with the regulation. <br /> 3 <br />
