Mr. Harrington advised the Board that the Cape Cod Commission has nitrogen loading restrictions on the subdivision. Mr. McGrath stated that the project has been reviewed by the Cape Cod Commission, and a Title 5 system is appropriate, given the distance to actual estuaries. Mr. Harrington and Board members reiterated that solid dog waste cannot be put into the Title 5 system. There being no further comments or discussion, Mallory Langler moved to approve the revised septic plan for 31 Evergreen Circle,with the condition that no solid dog waste be introduced into the septic system. Motion seconded by Brian Baumgaertel. VOTE: Unanimous (2-0). 3. Discussion of proposed "Delivery Only" Food Permit. Mr. Harrington commented that he emailed DPH Food Protection Program and got a response from Diane Bernazzani, who stated that no permit is required for delivery-only services. The applicant, Glovann Palmer, has been notified of the DPH opinion. NEW BUSINESS 1. Review and approval of meeting minutes: There were no minutes to approve. 2. Sign expense warrants. Expense warrants were signed and the VNA contract was briefly discussed. 3. Review of request for variance from the Food Code,Hissho Sushi at Mashpee Stop&Shop. Mr. Harrington commented that the applicant is taking over the contracted sushi preparation at Stop & Shop. The chefs ServSafe and allergen awareness have been provided, as has the company insurance. In order to render the rice not a potentially hazardous food,vinegar is used to reduce the pH to less than 4.6. The required HAACP Plan outlines the acidification process and record keeping, which was reviewed and meets the requirements per the Food Code. A pre-operation inspection will be performed to confirm the knowledge of the chef on the rice acidification process. Mr. Harrington stated that the Board has approved this variance before. There being no further comments or discussion, Mallory Langler moved to approve the Food Establishment Permit and variance from the Federal Food Code, Sections 3-502.11 and 8-103.11 for Hissho Sushi at 53 Market Street. Motion seconded by Brian Baumgaertel. VOTE: Unanimous (2-0). 4. Discussion of Board of Health designee to the Mashpee Human Services Committee, Veronica Warden. Mr. Harrington commented that the former Assistant Health Agent has made a written request to be designated as the Board of Health representative to the Human Services Committee. The Selectmen will make the appointment, but only after the Board has designated Ms. Warden as their representative. There being no further comments or discussion, Mallory Langler moved to designate Veronica Warden as the Board of Health representative to the Human Services Committee. Motion seconded by Brian Baumgaertel. VOTE: Unanimous (2-0). 5. Review and approval of FY2021 Department Budget. Mr. Harrington commented that it is a level-funded budget.
