7 <br /> Affordable Housing Trust <br /> Minutes <br /> March 4, 2019 <br /> AFFORDABLE HOUSING PRESENTATIONS: <br /> Affordable Housing Committee: Allan Isbitz: <br /> Mashpee Affordable Housing Committee member and Mashpee Affordable Housing Trust member Allan <br /> Isbitz facilitated the discussion on the needs of affordable housing in the Town of Mashpee. <br /> In 2010,the actual population in the Town of Mashpee was 14,006. In 2030,the population is projected to <br /> increase by 30%to 18,159 persons. In comparison, Mashpee's population in 1990 was comprised of persons <br /> 65+years 16%, ages 35-64 35% and ages 20-34 years 31%. Youth aged 5-19 years at 18% in 1990. <br /> In 2010 ages 35-64 encompasses 43% of the population. With ages 65+ at 25% and ages 20-34 at 14%. <br /> Youth 5-19 years remained at 18% in 2010. Projections to 2030 estimate the 65+population at 41%, and <br /> ages 35-64 at 36% with ages 20-34 at 11% and ages 5-19 at 12%. <br /> Chapter 40B of M.G.L. has established a goal for all municipalities to dedicate 10% of all low income year- <br /> round housing units. Low Income has an Average Median Income (AMI) range of 50-80%, single person <br /> making less than $48,300 per year and 4-personal household less than$68,950 per year. The low income <br /> group also includes very low income and extremely low income groups. The Barnstable County AMI is <br /> $86,200 per year. <br /> The housing cost burden of an extremely low income; single person making less than$18,100, a 4-person <br /> malting less than $25,850 who pay more than 30% of their income for housing, are cost burdened or severely <br /> housing cost burdened if they are paying more than 50% of their income on their homes or for rent. <br /> Under the Chapter 40B, the Town of Mashpee's 10% share of affordable housing is 647 units. In 2010 the <br /> town was short 349 units. In September of 2017, 39 units were added to bring forth a Subsidized Housing <br /> Inventory of 5.2%. The percentage ranks the Town of Mashpee as 8th out of the 15 Cape towns. <br /> The Town is currently moving forward with the development of affordable housing at the site referenced as <br /> 950 Falmouth Road, Mashpee. Mr. Isbitz indicated that based on feasibility studies it is estimated that 40-45 <br /> units of housing would be built at the site. A Request for Proposal was issued in February and there has been <br /> substantial interest. Proposals are due by April 16, 2019. It is hopeful a developer would be selected in May <br /> or June. <br /> As studies suggest, there is a need for affordable housing based on families who are cost burdened. In the Town <br /> Mashpee there are 2,485 low income families making less than 80% of the median income. This is roughly 40% - <br /> of the Mashpee population. Using 2010 figures, a housing supply of 1,400 units would meet the needs. Howeve <br /> 968 units would not serve the needs of the low income population. <br />
