9 <br /> Affordable Housing Trust <br /> Minutes <br /> March 4, 2019 <br /> AFFORDABLE HOUSING PRESENTATIONS: <br /> Mary Waygan: Affordable Housing/CDBG Program Coordinator Town of Yarmouth: (continued) <br /> Affordable Housing Tools for the Town of Mashpee include the following; (continued) <br /> Zoning <br /> Accessory Apartments/Dwelling Units <br /> Multi-family Zoning & Density <br /> Inclusionary Zoning (10-20%) <br /> Local Bylaws Creating Local Action Units (DHCD, LIP) <br /> Town Controlled and No profit cap on developer <br /> Commonwealth of Massachusetts <br /> DHCD <br /> Local Initiative Program <br /> Mass Housing <br /> Mass Housing Partnership <br /> Impediments to Affordable Housing include; land and fragile environment, restrictive zoning, <br /> Local acceptance, financing and/or subsidies, infrastructure. <br /> Ms. Waygan presented photographs of recent development in Yarmouth, 69 affordable units and in <br /> Hyannis, 120 affordable units. <br /> Discussion: <br /> In considering methods to improve upon affordable housing, it was suggested the Town consider <br /> amending the two-acre zoning requirement to allow for possibly four houses on a one acre with scenarios for <br /> market rate and affordability. Small developments would add to the affordable housing inventory. <br /> It was suggested that future development in Mashpee Commons maintain 15% affordability. <br /> Increasing the density of the land use was considered. This would require advancements in wastewater <br /> treatment. There is a strong need for wastewater to solve the affordability problem. <br /> It was recommended that incentives be developed for homeowners who rent on a year round basis such as tax <br /> abatements. <br />
