Lehrer <br /> Meeting Called to Order by Chairman Sherman at 7:14 p.m. <br /> Mashpee Town Hall, Waquoit Meeting Room <br /> Joint Meeting with the Affordable HousingTrust: <br /> rust: <br /> Presentation on Proposals Received for 950 Falmouth Road Affordable Housing Project: Evan <br /> Lehrer: <br /> Evan Lehrer, Town Planner facilitated the meeting by giving an overview of the comparative <br /> evaluation criteria utilized in the review process. In response to the Request for Proposal, (2) <br /> proposals were received. Each proposal met the minimum threshold criteria. <br /> The proposal submitted by the Preservation of Affordable Housing, Inc. and Housing Assistance <br /> Corporation(POAH/HAC) showed considerable experience with the capacity to carry out the <br /> development proposal, and adequately demonstrated their ability to secure financing and to <br /> maintain the asset over the long-term. <br /> The proposal from Commonwealth Community Developers did not demonstrate the experience <br /> and capacity the Town was seeking in a developer for this site, and the firm did not provide <br /> comparable reference projects and lacked the demonstrated ability to secure financing for <br /> projects of a similar scope. <br /> In utilizing the 950 Falmouth Road RFP Working Group Bidder Scoring Matrix POAH/HAC <br /> achieved a total score of 78/100. The Commonwealth Community Developers, LLC achieved a <br /> total score of 52/100, <br /> With regards to the Commonwealth Community Developers, LLC Allan Isbitz indicated their <br /> proposal had merit. Five references were provided, and the firm appeared to meet the threshold, <br /> but lacked the requirements for submission. Therefore, one firm was significantly stronger than <br /> the other. <br />
