*DRAFT SELECTMEN MINUTES 10-28-2019* 5 <br /> Board of Selectmen <br /> Minutes <br /> October 28, 2019 <br /> Presentation on Selection and Finance Process for State RevolvingFund: <br /> und: <br /> Nate Keenan—Mass.Clean Water Trust; Maria Pinaud—Mass DEP: (continued) <br /> The SRF payment system is fluid. Payment requisitions are submitted with receipts and invoices <br /> attached. They are reviewed, and committed for payment which is generally made within a week <br /> every Thursday. <br /> Projects are monitored monthly to ensure work is completed in accordance with the project submittal. <br /> Inspections are conducted to support requisition submittals. With 90% completion, final figures are <br /> reviewed. Upon closure a project completion certificate is issued. <br /> It was noted that Cape towns are unique and fortunate to have the new Cape Cod Trust Fund for <br /> wastewater and drinking water funding assistance. <br /> Tom Fudala, a member of the Sewer Commission indicated the Town is currently receiving 0% SRF <br /> septic loans and also made note the Town has not adopted the Growth Neutral Bylaw to date. <br /> Mary Waygan asked what statute sets the criteria for the SRF Intended Use Plan. 29-C, Section 6. <br /> Finance Committee member Greg McKelvey asked if low income residents would have the ability to <br /> connect their homes to a sewer system using the 0% SRF loan. It was noted this could be achieved <br /> through a betterment program. <br /> Mr. Keenan was requested to further define the criteria regarding public ownership of a treatment <br /> plant and/or if it is owned by a town would this be supported with SRF funding. Mr. Keenan indicated <br /> that technically the SRF cannot actually finance a private company. More detail is required. <br /> Mr. Keenan was also asked if a town would have the-ability to obtain guidance from the Trust, such as <br /> with project engineering assistance. It was uncertain, but non-capital items such as design and <br /> planning cannot be funded with SRF loans. <br /> In the two-year loan process through the Trust the Town of Mashpee would most likely begin by <br /> responding to the solicitation in June of 2020. <br />
