16 <br /> Board of Selectmen <br /> Minutes <br /> November 4, 2019 <br /> TOWN MANAGER UPDATES <br /> Town Manager Rodney C. Collins announced the following updates; <br /> FY 2021 Budget: The FY2021 Budget is expected to be released on Nov 18, 2019 with departmental budget <br /> reviews in December. Evening meetings will be scheduled to gain more participation. <br /> Social Media: The Town of Mashpee has developed a Facebook page to disseminate information to the public in <br /> a timely manner. <br /> Barnstable County Fair Grounds: For informational purposes and as a courtesy, the Town was notified of the <br /> intended solar project array at the BC Fair Grounds. <br /> Recycling Dividends: The Town received notice from the Department of Environmental Protection(DEP) of <br /> funding in the amount of$6,600 to be received from the Recycling Dividends Program. <br /> Mitigation Funding: Notice was also received from the Cape Cod Commission of mitigation funds the Town has <br /> received; $1.7 million from DRI's through cash payments from the Northbridge and Evergreen Circle projects. <br /> Some of the funding will be earmarked to applicable use projects. <br /> Citations Issued: The Town has issued warnings to the Pizza Guys and to the Mashpee Country Store for their <br /> use of banned plastic bags. The Mashpee Mini Mart has received a notice of suspension for the sale or delivery <br /> of an alcoholic beverage to a person less than twenty-one years of age. It was agreed the Notice of Suspension <br /> would be retained in the file of the Mashpee Mini Mart, 401 Nathan Ellis Highway, Mashpee. <br /> Use of Mashpee Neck Road/Pirates Cove Boat Ramp: The Town of Mashpee was approached by Cape <br /> & Islands Engineering regarding the use of the Pirates Cove Boat Ramp for a private dredging project. <br /> Specifically to off-load the dredged materials from a barge into trucks. The project is currently being permitted. <br /> And,there may be other projects in the future. It was agreed the Town Manager would set parameters for this <br /> type of project to be reviewed by the Board at their next meeting. There was a question regarding the <br /> boat ramp and its weight restrictions for the handling of spoils, etc. It was suggested a fee be considered in <br /> addition to insurance indemnification requirements. <br /> Notice of Termination of Agreement: Two contracted firms; Fire Sprinkler Services and Highway Safety <br /> Systems have been terminated. <br /> Shellfish Constable: It was agreed that Ashley Fisher, Shellfish Constable would be recognized at the next <br /> Selectmen's Meeting. <br /> Sewer Commission: At their last meeting,the Sewer Commission endorsed Weston& Sampson for <br /> Value Engineering Services. <br />
