Taylor <br /> Meeting Called to Order by Chairman Gottlieb at 6:30 p.m. <br /> Mashpee Town Hall, Waquoit Meeting Room <br /> APPOINTMENTS & HEARINGS <br /> Presentation on Selection and Finance Process for State Revolving Fund: <br /> Nate Keenan—Mass Clean Water Trust; Maria Pinaud—Mass DEP_ <br /> The Board of Selectmen continued their special sessions on wastewater with a presentation from the <br /> Massachusetts Clean Water Trust and Department of Environmental Protection. Representing the two <br /> state agencies was Nate Keenan, Deputy Director of the Trust and Maria Pinaud the Acting Municipal <br /> Services Director of the DEP. <br /> It was disclosed that Selectman Andrew R. Gottlieb previously managed the Massachusetts Clean <br /> Water Trust program. <br /> The Trust oversees financing for the Clean Water and Drinking Water State Revolving Funds (SRF) in <br /> partnership with the MassDEP. It is administered by a three-member board which is chaired by the <br /> Treasurer of the Commonwealth, and includes the Secretary of the Executive Office for <br /> Administration and Finance and the Commissioner of the Department of Environmental Protection. <br /> The Clean Water Trust has provided over $7 billion in loans to nearly 300 borrowers to improve and <br /> maintain the quality of water in the Commonwealth. The Trust receives significant support, over$2.4 <br /> billion in federal capitalization grants and state matching funds through FY 2018. <br /> Mr. Keenan indicated that projects financed are ranked and prioritized by MassDEP engineers based <br /> on responses to a series of questions to identify the most relevant public health and environmental <br /> related projects. <br /> Examples of Clean Water financing which has been consistently offered by the State Revolving Fund, <br /> approximately $400 million annually includes financing for the replacement of aging infrastructure <br /> components, installing advanced water treatment technologies, reducing the carbon footprint of <br /> treatment facilities by installing more energy efficient equipment, addressing stormwater management <br /> issues and septic replacements. In Barnstable County 3,815 septic systems have been upgraded in this <br /> program. <br />
