Mashpee Planning Board <br /> Minutes of Meeting <br /> November 6,2019 at 7:00 p.m. <br /> Mashpee Town Hall-Waquoit Meeting Room <br /> 16 Great Neck Road North <br /> Present: Chairman Mary Waygan, Vice Chairman Joe Cummings, Dennis Balzarini, Joseph <br /> Callahan, Robert(Rob)Hansen (Alt.) <br /> Also: Evan Lehrer-Town Planner; Charles Rowley-Town Consultant Engineer <br /> Absent: John (Jack)Phelan <br /> CALL TO ORDER <br /> The Town of Mashpee Planning Board meeting was opened with a quorum in the Waquoit <br /> Meeting Room at Mashpee Town Hall by Chairman Waygan, at 7:04 p.m. on Wednesday, <br /> November 6, 2019. The Pledge of Allegiance was recited. <br /> APPROVAL OF MINUTES—October 23,2019 <br /> The Chair referenced Old Business/Sign Special Permit Decision in the October 23rd minutes, <br /> asking that the Board Secretary review the recording to confirm whether the Chair had asked for <br /> any additional comments. The Chair asked that approval of the October 23 minutes be added to <br /> the next agenda. <br /> Upon review of the recording, it was confirmed that the Chair had indicated she would sign the <br /> Decision if there was no further discussion, and no additional comment was offered by Board <br /> members. <br /> NEW BUSINESS <br /> The Cottages at New Seabury Phase III-Covenant and Release of Covenant <br /> Agreement-John Falacci, Project Manager for Bayswater Development, LLC, was present to set <br /> the bond amount for Phase III in order to have the lots released. Mr. Falacci also requested to <br /> have the bond released for Phase I since the project had been completed three years ago. The <br /> Chair noted that the agenda item was for Phase III Covenant and Release of Covenant <br /> Agreement, adding that Mr. Rowley would need to inspect Phase I and the item added to a future <br /> agenda, to consider Mr. Falacci's request. <br /> Mr. Rowley confirmed that additional information had been received regarding a retaining wall <br /> cost estimate of$27,030, in addition to street signs for $4,750 and bounding for $6,300, <br /> Combined with construction estimated at$635,000, the total would be $673,080. The additional <br /> 50%would be$336,540, for a total bonding amount of$1,009,620. Mr. Rowley had been on <br /> site reviewing the sewer system and suggested that, upon completion of the work, consideration <br /> could be made to lower the bonding amount. Mr. Falacci confirmed that much of the work had <br /> been completed. <br /> Mr. Lehrer had no additional comments other than asking the Board to take a vote on the matter <br /> this evening, noting that he would hold the documentation until the check was deposited. <br /> 1 <br />
