Taylor <br /> Meeting Called to Order by Chairman Gottlieb at 6:30 p.m. <br /> Mashpee Town Hall, Waquoit Meeting Room <br /> MINUTES <br /> Monday October 28 2019 Regular Session; Monday November 4 2019 Regular& Executive Sessions: <br /> Motion made by Selectman Sherman to approve the Regular Session Minutes of Monday, October <br /> 28, 2019 and the Regular& Executive Session Minutes of Monday,November 4, 2019 as presented. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Selectman Weeden,yes Opposed, none <br /> APPOINTMENTS & HEARINGS <br /> Public Comment: <br /> Mary Waygan, Chair of the Planning Board read aloud communication dated November 18, 2019 <br /> regarding the Planning Boards intent to prepare an update of the Town's Local Comprehensive Plan (LCP). <br /> There are (14) Chapters in the Plan requiring input from all segments of the Town to complete this project. <br /> (enclosure) <br /> Public Hearing: Annual Tax Classification Hearing: Assessor Jason Streebel, Treasurer/Tax Collector <br /> Craig Maw <br /> The Board of Selectmen opened the Public Hearing by reading aloud the notice on whether the Town of <br /> Mashpee should implement the Classification Act. Testimony would be heard as to what will be the Fiscal <br /> Year 2020 residential factor which will determine the share of taxes each classification of property will <br /> pay, what will be the open space factor, and whether there will be a residential exemption and/or a small <br /> business exemption. <br /> Jason Streebel, Director of Assessing was in attendance with Craig Mayen, the Treasurer/Tax Collector to <br /> facilitate the hearing. <br /> Mr. Streebel indicated the current levy is $50,224,018. New growth value is $85,977,000 and the new <br /> growth levy is $781,914 resulting in an excess levy capacity of$1,574,247. Mr. Streebel noted the new <br /> growth levy has absorbed last year's debt exclusions. <br /> It is recommended the Town adopt a Single Tax Rate of$8.96 per $1,000 valuation. <br />
