Bids were received on November 13, 2019. See attached,
Background
The Town !received bids for installation of additional solar projects through CVEC. The locations under
iderationw cons are the Mashpee Middle/High School (canopy), uashne school. canopy ands roofs,
. and KC Coombs school canopy and/or roof The Torn would enter into' Intergovernmental Agreement,
with VEC whereby the Town receives tho benefit of the electricity generated (behind the-meter usage
or net petering credits) but the Power Purchase Agreement with the developer would be signed by
CVEC
Recommendation
I recommend the gown authorize CVECto enter into a 20year Power Purchase Agreement with
Distributed Solar Development S for installation of a solar canopy at the 1' ashpee Middle/High
,School, a solar canopy and roof-mou.nt d systeM at the Quashnet School, and a solar canopy and roof-
mounted system at the IBC Coombs School. The canopy syste'rn at M HS would include battery storage
to help offset peals demand charges,
Pros and Cons
With installation of the projects, the Town has the potential to receive.significant savings in electrical
costs for the'life of the systems. While the final size,of the installations will be determined during the
design process, based on the conceptual plane included with the proposals.., the dornbined•savings for all
five systems could be over$700,000 annually.
This savings may be less if utility upgrades are required by EversourcO at any of the locations, but the,
Town would have th,e option through the IGA►to re-ovaluate and terminate if the cost of these upgrades
,significantly reduce the savings. In addition, the IGA include's a guarantee for, decommissioning of the
systems after installation, eitheratthe end of the PPAterra or if the Torn decided to terminate for
whatever reason sooner,
